Study On The Fragmentation Of Prevention And Control Of Rural Geological Disasters In Guangdong And Improvement Countermeasures

Guangdong is one of the 12 provinces with severe geological disasters in China.Affected by the various infrastructure construction recent years,as well as the frequent precipitation during flood season in coastal areas etc,the geological disasters in Guangdong Province have shown the characteristics of suddenness,high frequency and increasingly seriousness.The hidden dangers of geological disasters in Guangdong are mostly concentrated in rural areas,especially in northern part,the Q district of A city is a typical representative.Research has found that there is a big gap between the prevention and control of geological disasters and the ability to effectively protect the safety of people’s lives and property.Focusing on the focal point of rural geological disaster prevention and control,this dissertation studies the geological disaster prevention and control in Q district of A city by using the methods of text analysis,questionnaire survey and expert interview,combined with typical cases.Based on the overall governance theory,this paper deeply analyzes the current situation of rural geological disaster prevention and control in Q district of A city from the perspective of concept,mechanism and ability,and finds that there are still problems in the prevention and control of rural geological disasters in Q district of A city such as low willingness to prevent and control,insufficient prevention and control coordination,and limited prevention and control ability.The holistic governance theory emphasizes changing concepts from the needs of the public,coordination and integration of cross-border organizations,and improving the level of modern information technology.It provides useful ideas for solving the fragmentation of rural geological disaster prevention and control in Q district of A city.Based on this,this study proposes to strengthen the main responsibility,change the prevention and control concept,guide the participation of other subjects,popularize the prevention and control concept,establish a joint action mechanism,improve the degree of information sharing,improve the system guarantee,increase financial investment,strengthen talent training and strengthen technical support from the three levels of building the concept of common governance,improving the coordination mechanism the overall prevention and control level,in order to optimize the treatment effect of rural geological disasters in Q district of city A.This study aims to provide case support for the prevention and control theory of rural geological disasters and enhance the practical guiding significance of theoretical research.It also attempts to explore the effective path of the overall treatment of rural geological disasters,so as to provide a useful reference for the prevention and control of rural geological disasters in Guangdong province.
