In the past 30 years,the Internet has experienced rapid development.At the same time,Internet governance in China has also continued to develop.It has undergone three stages:self-management by research institutions,unified government management and government-led industry participation.The current stage of co-go vernance is the cooperation of the government,media,network users,and social intermediary organizations.However,traditional Internet management methods are no longer suitable for the development needs of the Internet.Therefore,it is necessary to promote the coordinated governance of governments,industries,Netizen,and social organizations.This paper studies the issue of Internet collaborative governance based on social computing methods and game theory.The paper includes research basis,governance model,collaborative conditions,collaborative motivation,collaborative process,synergy mechanism,*and research conclusions.Firstly,in the basic part of the research,the following four aspects of work are mainly carried out.We give the analysis of research significance and research background.This paper defines concepts such as Internet,collaboration,governance,collaborative governance,Internet governance,Internet collaborative governance,and social computing for follow-up research.Through detailed and comprehensive literature review,this paper teases out the main problems and research paradigms of current Internet research,laying the foundation for follow-up research.Secondly,this paper proposes the model and mechanism of Internet collaborative governance,and puts forward Internet collaborative governance GNM model.On this basis,this paper has carried out the following research:(1)This paper constructs the evaluation index system and evaluation model of the collaborative degree of Internet collaborative governance system in China,and measures the current status of Internet governance coordination of 4 countries.(2)This paper uses Bayesian network to study the factors affecting Internet governance.This paper analyzes the behavior of Internet participants involved in the collaborative management of Internet through the theory of evolutionary game,and establishes the dynamic equations of multi-group imitators to analyze the behavior choices of Internet participants in Internet collaborative governance under different conditions.(3)The question is based on the construction of multi-agents.In the model established,the government,Internet media,Netizen and other behavioral subjects are set,and different attribute values are assigned to netizens,and then the attribute values of the government and Internet media are adjusted to observe the behavior choices of netizen groups under different circumstances.We analyze which factors may affect netizens' cooperative behavior,and get netizens' behavior patterns in Internet governance.Finally,based on the above research,this paper proposes the mechanism system and gives the conclusions and recommendations.This article believes that Internet governance requires the cooperation of all participating parties.First of all,it is necessary to insist that the government be dominant in Internet governance.In the initial stage of the launch of Internet collaborative governance,the government actively promotes the formation of a coalition governance alliance.In the process of Internet collaboration,netizens and the media may be able to achieve "unanimity" on a certain issue of Internet governance,however,such "unanimity" is undoubtedly required to be recognized by the government.At the same time,the investigation,control,and other aspects of the collaborative process require the advancement of government administrative functions.After the "unanimity" is reached,it needs to use the government to promulgate policies and regulations to ensure the good results of collaboration,including leading the establishment of a collaborative platform,improving the Internet governance legislation,and developing and prospering the Internet culture.Second,we must promote the participation of Internet media in collaborative governance.This requires strengthening the heteronomy,self-discipline,and self-management of the Internet media in terms of national and local laws,Internet media industry associations,and media fraud investigation channels.Finally,we must mobilize the enthusiasm of netizens to participate in Internet governance.The measures that can be carried out include the establishment of a record system for netizen's identity,and a behavioral restraint system for netizen,the strengthening of Internet morality and legal system propaganda,the strengthening of netizen's social responsibility cultivating,and the addition of Internet channels for netizen to communicate with the government.The innovations of this paper mainly include:(1)The national Internet collaborative governance evaluation system is constructed and data analysis is carried out.Through practice research and literature research,this paper constructs Internet collaborative governance evaluation exercises,and uses data analysis combined with collaborative management order parameter model to obtain Internet collaborative governance,quantify the gap between China and other advanced Internet governance countries and its advantages.It is more objective and we avoid human reasoning based on limitations such as experience and cognition.(2)The paper introduces the Bayesian network method into the research on the influencing factors of the interconnected collaborative governance system.Compared with the traditional statistical analysis methods,this paper not only calculates the influencing factors and causality of the Internet governance system synergy,but also reflects the network structure relationship of order parameters,subsystems and systems.The network uses probabilities to simulate the uncertainty of real event outcomes.The probability allows the modeler to indicate not only the likely outcome of a situation but also the cause by emphasizing each form.(3)The differences in policy choices due to different conditions in the evolutionary game of Internet collaborative governance are studied.The Internet governance process is carried out in the bounded rational space of uncertainty.From the perspective of evolution,considering the dynamic adjustment process of the interaction between the participating groups in the Internet collaborative governance system is conducive to providing a more realistic theoretical basis for Internet governance.(4)This paper simulates the behavior of each subject in Internet collaborative governance through multi-agent modeling.Based on the multi-agent modeling method,the Internet governance model including government,Internet media and netizens is built.The model is simulated based on Python platform.(5)A national Internet collaborative governance research system is established.This paper takes social computing and game theory as the main methods,and it starts from the behavior research of the main parties of the Internet collaborative governance,finding the behavioral rules of each subject in the collaborative governance.The paper puts forward the Internet governance model in China based on the theory of collaborative governance mechanism,and put forward relevant countermeasures and suggestions,and strive to build a more complete theoretical system of Internet collaborative governance.
