| New urbanization is a necessary path for a country to develop at a high speed.China has entered the stage of building a moderately prosperous society in all aspects,and is currently in the important stage of economic transformation and upgrading,and further promotion of socialist modernization.Since ancient times,the Yellow River Basin has been an important birthplace of civilization in China,and it is also an important object of China’s policy of arranging industrialization and modernization,so the promotion and high-quality development of new urbanization in this region has been attracting much attention.According to a research report released by the Development Research Center of the State Council,the urbanization of the Yellow River Basin is now in the middle and late stages of rapid development,and it is necessary to change the way of planning based on "population growth",accelerate the application and promotion of ecological technology,new energy and digital technology in the Yellow River Basin,promote the change of production and life style in the whole basin,and reduce the impact of urbanization on the population.We should accelerate the application of ecological technology,new energy and digital technology in the Yellow River Basin,and promote the change of production and life style in the whole basin,so as to reduce the negative impact of urbanization on ecological environment.The government work report of the13 th National People’s Congress proposes to solidly promote ecological protection and high-quality development in the Yellow River Basin,and to deeply promote a new urbanization strategy with people at its core.Therefore,the new urbanization in the Yellow River Basin should move from the original criteria of population number growth to the direction of high quality development such as human-centered and ecological protection.Based on the above background,this paper uses the panel data of each province(autonomous region)in the Yellow River basin from 2010 to 2017 to construct the bearing capacity of resources and environment by combining the core element bearing capacity and comprehensive bearing capacity,the core element bearing capacity is mainly water resources bearing capacity,urban construction space bearing capacity and ecological bearing capacity,using water footprint theory to measure the value of water resources bearing capacity,using The urban space measurement method is used to measure the urban construction space bearing capacity,and the entropy value method is used to measure the ecological bearing capacity.Re-select the index system to construct the new urbanization level.Using the improved uncoordinated coupling degree model,we analyze the coordinated development status of new urbanization and resource and environmental carrying capacity in the Yellow River Basin from the perspective of inverse thinking.The fixed-effects panel econometric model is used to analyze the economic construction activities,foreign investment activities,ecological protection activities,and energy consumption levels to analyze the influence mechanism,and finally the threshold regression model is used to analyze the reasonable values of new urbanization and resource and environmental carrying capacity,to propose short-term optimization paths,and finally to make corresponding policy suggestions.It is found that,firstly,the new urbanization and resource and environmental carrying capacity of the Yellow River Basin and its uncoordinated coupled development level show a spatial pattern of the middle and lower reaches outperforming the upper reaches,the east outperforming the west,and the south outperforming the north.Second,economic construction activities and energy consumption levels have a negative impact on the coordinated development of new urbanization and resource and environmental carrying capacity in the Yellow River Basin,while foreign investment activities have a negative impact and ecological protection activities have a positive impact,but the effects of both are not significant.In response to the above findings: this paper proposes to formulate recommendations on green development,industrial upgrading and transformation,coordination and cooperation of urban agglomerations between provinces and regions,and strengthening the progress of improving laws and regulations on ecological and environmental protection as well as the supervision system,respectively,according to the different characteristics of each region. |
