Research On The Supply Of Public Cultural Service Activities Of Shanghai District Libraries ——A Case Study Of Xuhui Library

At present,in addition to providing basic services such as literature inquiry and borrowing,public libraries also provide various public cultural service activities aimed at promoting "national reading" for readers with different needs.Holding reader activities has become the focus of library business.In order to attract more readers to use the library and cultivate readers' good reading habits,it is necessary to improve the service efficiency of the library and the quality of library public cultural service activities.At present,Shanghai has taken the lead in basically building a modern public cultural service system,and has built a four-level public cultural service network of city,district,street(township)and residence(village).Among them,the public cultural service system at the district level plays a connecting role.Therefore,the research on library public cultural service at the district level is of great significance.This paper based on the theory of public goods and total quality management,this paper makes an in-depth study on the supply of public cultural service activities of district libraries by using the methods of questionnaire survey and case study,taking Shanghai Xuhui District Library as an example.The study found that at present,public libraries pay more attention to the early planning and development process of activities,and pay less attention to the effect of activity promotion,readers' satisfaction and subsequent opinions and suggestions.There are mainly some problems,such as the imbalance of activity supply subject,the mismatch between activity supply and demand,the lack of activity supply capacity,the imperfection of activity supply mechanism and so on.The main reasons for these problems are: the planning of regional public library facilities is not in place,the service concept of "people-oriented" is not implemented,the talent training mechanism is not perfect,the activity quality supervision mechanism is not perfect,and so on.In order to optimize the supply of public cultural service activities of Shanghai urban libraries,this paper puts forward the following countermeasures: first,implement the main responsibility of the government to develop district libraries,plan the development of district libraries and promote the construction of activity supply network of district libraries;Second,improve the demand-based activity supply system construction of district libraries,establish a normalized demand-oriented mechanism,and strengthen the institutional guarantee construction of activity supply;Third,build a scientific human resource management system of district libraries,strengthen the construction of librarians with scientific and reasonable structure,and improve the training mechanism based on diversified needs;Fourth,comprehensively improve the activity supply quality of district libraries,establish the activity supply quality management system with the participation of all staff,implement the whole process activity supply quality management of PDCA cycle,and implement the concept of activity supply quality management of continuous improvement.
