County-level library, has a pivotal role for its wide distribution, with the largest audience, mostarea coverage, is the important national chain to give the supply of public cultural services, which forms a connecting link between the preceding and the popularization, scientific and cultural knowledge, rich cultural life of the masses, meet their need to read, etc., plays an irreplaceable role.This article analyzes from the perspective of county-level library public cultural services supply, this paper expounds the library and the relationship between the supply of public cultural services, and since the founding of the library provides a look at the history of public cultural services. In Jinjiang library, for example, then analyzes the basic situation of county-level library supply of public cultural services, lists the perfect hardware facilities, to carry out the service mode, adhere to the "big circulation" free and open, building blocks and the central and branch libraries system 24 hours self-service library, actively carry out promotional activities, such as concrete, achieved including collection amount, book circulation, registration data such as increasing initial results, finally points out the problems in the supply of public cultural services, such as:the collection of per capita and the equipment utilization rate are low,readers are still inadequate, vulnerable groups registration amount is low.the author from the way of supply subject, supply, supply object three angles has carried on the analysis of the causes, and connecting with other libraries’ experience for reference, put forward the corresponding countermeasure of improving the quality of supply of public cultural services, including establishing librarian training mechanism, improve the librarians’ comprehensive quality, work efficiency and expand the service mode, service multi-dimensional development, completes the demand analysis, to promote the demand supply seamless docking, establish demand feedback mechanism, and satisfy the readers, etc..
