Research On The Service Supply Of Beijing Community Libraries

As an important part of the government's public cultural services,the community library undertakes to spread the culture to the grassroots,establish the concept of core value system,increase the sense of belonging,gain and enhance the recognition of the citizens.At the same time,with the application and popularization of a series of new technologies such as big data and the gradual recognition of citizens' basic cultural powers,the potential use groups,usage methods and usage purposes of community libraries are changing.The public cultural services represented by the museum have created new demands and requirements.However,most of the service supply at this stage is still an "administrative" top-down supply.The government requires administrative facilities to meet the supply conditions,and the government determines the quantity and content of service supply.In this process,as the administrative capacity and influence gradually weaken with the downward level of the administrative level,the resources and services provided by the community are limited by themselves,and the community workers are busy dealing with all kinds of administrative affairs proposed by the superiors,and the service is misplaced.The phenomenon of absence is more obvious.This paper conducts a questionnaire survey on the satisfaction and potential use of community residents,and compares the results of community library questionnaires under different service supply models with the green tomato online physical bookstores that provide similar services,reflecting the existing conditions.Cultural services are still positioned as a “cultural welfare” for community residents,and the services provided by community libraries have not been effectively and adequately supplied.The reason is based on the concept of “cultural welfare”,which limits the content and ability of service provision of public cultural services at the government level.At the individual level,the government has not adjusted the sense of access to services at the individual level in a timely manner,which has led to a decline in the effectiveness of individual services for cultural services.At the social welfare level,some grassroots administrative units have the potential to define the“public goods” nature of such public cultural services.Can be supplied by the government,and other service departments cannot participate effectively.The inevitable "operational +profit" thinking in the cooperation between government and enterprises makes the cooperative community libraries unable to effectively provide the services that citizens actually need.Citizens lack the need to develop an environment and awareness,so that the supply of service-oriented services cannot be realized.This is also the starting point for the government to improve and enhance the effectiveness of public cultural services in the later period.
