The Investigation And Research Of Current Situation On The Public Cultural Services Of Grassroots' Libraries In Hefei

With the proposal of The Outline of the 13th Five-year Plan for National Economic and Social Development in Hefei,the Reform of Cultural Administrative System goes deep into the area of grassroots' public libraries.Bonded with a series of protection of Chinese laws,policies and standards,Hefei has got effects on cultural services in the area of grassroots' public libraries.But it also has many perspectives to improve.The graduation thesis choose four representative cases:Feidong County Library,Changfeng County Library,Furong community Library and Binhu Century community Library.Based on the background of economic,social and cultural environment,the writer research on current situation of their systems,ways,contents,interactions of cultural service.Based on the data of current situation,the writer finds some merits and demerits and puts forward the optimize strategies.This thesis can be divided into six parts and contents is as follow.The first part is introduction.This part introduces the background,meanings,research overviews,research methods,research ideas and innovation point.The second part includes basic concepts and theories such as the concepts and types of grassroots' libraries,the contents of Public cultural services,the ideas of New Public Service,Public Governance Theory and Library theory,the relationships between local governments,social organizations and cultural services.The third part is current situation of Hefei and four public libraries on the basic data and public cultural services.Hefei gets improvements on these perspectives.The fourth part puts 4 shortages of cultural services in the 4 public libraries.The fifth part give some targeted optimized strategies.The last part is summary.
