The Study Of Strategy For The College Libraries Participate In The Public Cultural Service System

Nowadays, the development of economy and culture amalgamation, culture has become the internal driving force of regional development. Cultural construction as one of the main contents of the socialist construction, the importance of it become obviously. One of the important strategy of the construction and development of Chinese culture, is an effort to establish a system of public cultural services which cover the whole society. The ultimate goal of this system is to maintain the basic cultural rights of citizens and make them use the public cultural services which meet the basic needs of their cultural life. We must strengthen the construction of public cultural service system, through the integration of various public cultural resources, to establish the sharing mechanism of public cultural resources, to promote the balanced development between urban and rural regions, and all sectors of the public cultural service. It is an inevitable requirement of advanced socialist culture, the construction of socialist harmonious society.Based on the theory of public goods, public management science and Library Science Research, discuss the strategies of the construction of public cultural service system in college Libraries. The whole research idea is:starting from the background and connotation of public cultural service system, points out the necessity of the construction of public cultural service system of University libraries. Then through the comparative study of domestic and foreign university libraries, analysis of the existing problems, how to learn from each other, and learn from the successful experience of foreign countries. Finally, from the five major systems of public cultural service system starting, that should be suitable for our country library laws and regulations established gradually, and strengthening the talent team construction of university library, provides the legal safeguard and personnel support for the public cultural service system. At the same time, enhance the cooperation between college libraries and other institutions, such as government, enterprises and other libraries, etc. Through this way,to expand areas, optimize the allocation of resources, in order to the reform of the cultural environment, exert their own advantages, and make contributions to the establishment of public cultural service system.
