Research On The Performance Measurement Of Public Libraries In Anhui Region Based On DEA Method

In August 2018,the sixth national evaluation and classification of public libraries at the county level and above was completed under the overall leadership of the Ministry of Culture and Tourism.The results of public libraries in Anhui Province in this evaluation are: 41first-level libraries,23 The second-level pavilion,26 third-level pavilions.Taking into account the different levels of development in various regions and cities in Anhui,the local characteristics of the development of public libraries are obvious,and it is necessary to consider the influencing factors of the operational effects of public libraries based on local conditions.Although the "National Public Library Evaluation and Grading Standards Above County Level" has a macro-level guiding significance,it is slightly insufficient in the evaluation of the operation effect of local libraries in Anhui.In order to better promote the business development of public libraries in Anhui,and promote the improvement of public library resource utilization and service output efficiency,it is particularly important to establish an output-oriented public library performance measurement system in accordance with local conditions in a timely manner.This research takes the performance of public libraries at county level and above in Anhui as the research object,and refers to the relevant literature on public library performance measurement research at home and abroad.In order to reduce the interference of human factors,the DEA-Tobit two-step method is used for public books in Anhui.The library conducts performance measurement.According to the municipal administrative divisions,it is divided into 16 decision making units(DMUs),combined with domestic and Anhui Province policy documents on the evaluation and management of public libraries,and considering the local reality in Anhui,the performance measurement index for public libraries in Anhui has been constructed The system includes: annual expenditure,public housing construction area,total inventory,number of employees,and weekly opening time 5 input indicators,and 3output indicators: the number of valid library cards issued,the number of readers participating in activities,and the number of website visits.Using the BCC and CCR models,the overall efficiency of 5 DMUs in Hefei,Maanshan,Fuyang,Suzhou,and Chizhou is calculated to be 1,and the pure technical efficiency of Huainan,Huaibei and Bozhou is 1.Reference set.Based on assumptions,the Tobit regression analysis of public library performance is carried out to analyze its influencing factors.Through the analysis,five significant related influencing factors and their coefficients are: the proportion of associate senior titles and above(5.454),per capita GDP(0.037),Local population density(0.002),per capita years of education(-0.121)and per capita number of intangible cultural heritage(0.292).On the basis of summarizing the unbalanced input,insufficient scale,and redundant input of public libraries in Anhui area,suggestions are put forward to improve the performance of public libraries in Anhui area,improve the efficiency of public library resource utilization and the output of service results.
