The Evaluation And Analysis Of Public Library Efficiency Based On DEA-Tobit

Empirical method and literature analysis method are used in the paper for qualitative and quantitative analysis of public library efficiency and influencing factors. The necessity of research on public library efficiency and related concepts are described and defined at first. And the efficiency of provincial public libraries in China are analyzed base on the DEA. The results show that, the efficiency of most provincial public libraries in China in 2005 is relatively low. Regional public libraries efficiency of China probably related to construction of library and library resources but also to the frequency of people receive information from public library. Secondly, most public libraries of China in 2005 are in the stage of increasing scales, which means that public libraries in those regions are in shortage of resources input. And the reasonable solution is to increase inputs and scales of library resources. Contrarily, Shanghai is on the stage of decreasing scale, and it is more sensible to focus on the effective allocation. Moreover, there are 25 provincial public libraries of China in 2005 have the problem of efficient output. Consequently, public library should adopt and integrate the input resources of library, strengthen service consciousness of the librarians and enhance the propaganda of the advantage in information acquirement in public library. Furthermore, the influencing factors of public library efficiency re recognized by Tobit. And it is reported that, the library resources put remarkable negative influence to the library efficiency, and optimizing resource allocation is more important. In addition, the quality of librarians, diversity of reader service in public library also the Informatization level of public library all have significant effect on public library efficiency.
