Research On Risk Assessment Of Publishing Cooperation Between China And Countries Along The Belt And Road

The Belt and Road refers to "Silk Road Economic Belt" and "21st Century Maritime Silk Road".Since China put forward the cooperation initiative of The Belt and Road in 2013,various domestic book publishing units have responded positively,accelerating the speed of "going global" of Chinese publications.Scholars in various fields who study on issues in countries along the Belt and Road have constantly contributed all sorts of ideas and strategies,but most scholars often respond to the invitation of China's mainstream media,in support of The Belt and Road initiative,which emphasizes the importance and necessity of the initiative,but seldom publishes opinions on the issue of publishing cooperation and the existing problems in Chinese publications,with little mention of the risks involved in actual construction.Publishing cooperation between China and initiative countries along The Belt and Road face a heavy and complicated,huge and disordered system,which is vulnerable and risky.Insufficient exploration of misunderstandings and gaps in cooperation,lack of assessment and prediction of significant risks(such as severe epidemics)and destructive factors,and difficulty in scientifically grasping the variables in actual cooperation,are hampering in-depth and high-level cooperation.This thesis focused on the existing or new problems,explicit and implicit risks in the fields of international politics,cultural language,foreign economy,enterprise management,legal system and so on,in publication cooperation between China and initiative countries along The Belt and Road.Based on Revealed Comparative Advantage Index and Trade Complementarity Index,the thesis showed the current development of publication trade in the main countries along The Belt and Road by analyzing the data on the import and export of publications in 2018 obtained from the United Nations Commodity Trade Statistics Database.A reasonable expert rating risk assessment index system was set up after a detailed investigation and clarifying of the obstacles and risk types of publishing cooperation between China and countries along the Belt and Road,to build a risk assessment model based on the analytic hierarchy process and obtain the ranking of various risks.The reasons and conclusions of experts' risk preferences were analyzed after ranking the weights of all levels of indicators.Finally,targeted suggestions were given at the government level and the enterprise level to provide reference basis for avoiding all kinds of explicit and implicit risks,according to the empirical conclusions.
