At present, the development of economic globalization has been hindered, international trade protectionism has risen, and the global economy has developed slowly.China's “Belt and Road” initiative has provided new impetus to breaking trade protectionism and promoting the development of globalization and has attracted world attention. However, while the “Belt and Road” has brought opportunities for China and the world,it also faces certain challenges in the implementation process.Promoting the spread of Chinese culture and international cultural exchanges and reducing cultural misreading has become an urgent task.Books are an important carrier of Chinese culture. The development of foreign trade of the publishing not only helps to promote the country's economic transformation and development, but also is an important window for cultural exchange between China and foreign countries. It plays an important role in spreading Chinese culture, promoting international exchanges, reshaping the country's image.Due to the country's strategy of “going global” in the press and publishing,China's publishing foreign trade has achieved remarkable results in terms of both the scale of trade and the construction of platforms. However, this paper analyzes the international competitiveness of China's publishing industry based on relevant official data at home and abroad shows that compared with the publishing powers, such as England and America, the competitiveness of publishing of China is still lower, and the trade deficit still exists.Because of the lack of motivation in the market of publishing companies, lack of translation talents, imperfect construction of related trade and information exchange platforms, and cultural discount issues in the trade process. Therefore, this paper proposes some approaches and strategies:readjust the government's orientation, strengthen the enterprise's strength and awareness of internationalization;develop translation talents from long-term and short-term development and explore translation models;strengthen the construction of three-dimensional channels and platforms, and conduct solid market research, implement a national policy and reduce cultural discounts and so on.Unlike most scholars who think not care too much about the number of trade deficits, this paper believes that the number of trade deficits is an important measure of whether China's culture is truly going abroad, going international, and being accepted and recognized by foreign readers. The government and the publishingindustry should adhere to the “government-led,market-oriented operation” approach, adhere to equal dialogue, and promote China's foreign trade development and international cultural exchange and cooperation.
