The three operators were issued 5G commercial licenses by the Ministry of Industry and Information Technology in June 2019,marking the beginning of t he large-scale commercial construction of the fifth generation of cellular mobile communication technology(5G technology for short).In order to meet the requirements of national 5G information development strategic layout,major operators have increased investment in the infrastructure construction of 5G base stations,main network and so on.Compared with 4G,more base stations need to be deployed due to the characteristics of 5G communication technology while the construction period is required to be sh orter.To deal with this contradiction,the Chinese government is gradually providing the poles of city street lights for operators as the resource to construct intelligent light poles which will be equipped with 5G signal transmission equipment and will carry the function of traffic management,public security administration,environment monitoring and convenience facilities.Yet the 5G intelligent light pole construction project belongs to the new infrastructure field.It involves complex technologies and demands wide construction area for the scattered base stations.It is also a municipal infrastructure project which involves cooperation between multiple departments.Besides,there is a lack of construction experience and similar cases for reference.All these facts have led to the delay of the project.To improve the situation and manage the project in a more scientific and effective way,this paper presents the basic information of the project and the current schedule management methods.Taking the "5G smart light pole construction project(phase II)in A city" as a case,it breaks down the activities in the design,construction and acceptance stages of the project using WBS(Work Breakdown Structure)and estimates the duration of the project by three-point estimation method.The schedule management workflow is analyzed and sorted out by critical path method,Gantt chart,and milestone method to identify the causes that leads to the schedule delay.These causes includes estimating the duration without considering subjective factors,the ignorance of the competition for resources and the unreasonable resource allocation,and not being able to use the time saved by the tasks finished in advance.The Critical Chain Method is introduced and utilized in the "5G smart light pole construction project(phase II)in A city" to optimize the schedule management of 5G smart light pole construction project in this paper.Each optimized schedule management process is then analyzed.It has been found that setting a buffer time zone in the project schedule can help reach the goal of coordinating the planning and the implementing of the schedule and making it more feasible.By monitoring the performance of the buffer zone,early warning and reserving management space,the 5G intelligent light pole construction project can be expected to be completed in time.It has been verified that the optimized schedule management procedure introduced by this paper can help finish the 5G intelligent light pole construction project in 21 da ys ahead of schedule,shortening the overall period by 15.5%.So the optimized procedure can be a reference to the operators intending to improve the schedule management of communication engineering construction projects.
