Research On The Service Optimization Of County Level Public Library

The proposal of the CPC Central Committee on formulating the 14 th five year plan for national economic and social development and the long-term goals for the year 2035,adopted by the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China,clearly takes "new improvement of social civilization" as one of the main objectives of economic and social development during the "14th five year plan".And "the public cultural service system and cultural industry system are more perfect" is an important indicator of "social civilization has been improved".In China,as a basic public cultural service facility,public library is an important carrier for the government or social organizations to provide public cultural services to people.With the progress of science and information technology,the Internet is having a profound impact on this public cultural service and has profoundly changed people's reading habits.People can easily and easily read through websites,mobile phone apps and portable readers to obtain knowledge and information across physical space.Public libraries are confronted with unprecedented challenges.How to optimize the service,improve the quality and level of service,and better meet the vast number of readers,is not only the inevitable requirement to meet the challenges,but also an era topic that its development cannot be bypassed.This paper takes county-level public library service as the breakthrough point,selects Eryuan County,Dali Bai Autonomous Prefecture,as the research sample.Firstly,through the method of literature research,it defines the concept of Public Library and public cultural service and the connotation of service optimization,and studies the theoretical basis of public library service optimization such as the new public service theory;secondly,it collects and analyzes the theoretical basis of public library service optimization This paper reviews the development process of Public Library in Eryuan County Based on the policy documents and authoritative materials of the state and Yunnan Province,and analyzes the service status of the public library in Eryuan County by using the methods of questionnaire survey and field interview based on Lib QUAL + TM model,so as to find out the service of the public library in Eryuan County Then,under the guidance of the new public service theory,this paper puts forward the Countermeasures of Eryuan County Public Library service optimization.Through the research,it is found that in recent years,Eryuan County Public Library has made remarkable achievements in construction and development,but there are still some problems in providing public services and meeting the needs of the masses.The reasons are as follows: first,the government provides services at the helm,which limits the development of the library cause;second,the lack of long-term strategic planning and the subjective willingness of managers to serve Thirdly,it ignores the protection of citizens' rights and interests,which leads to the lack of expression of demands;fourthly,the sense of responsibility is not strong and the assessment and evaluation are absent.In view of this,the optimization measures should be taken: first,from "steering" to service,optimize internal management;second,highlight strategic thinking,optimize development ideas;third,adhere to the demand-oriented,optimize service projects;fourth,strengthen the sense of responsibility and optimize assessment.Only when the public library of Eryuan County keeps pace with the times and constantly studies and serves in the service,can it play its due role and value,meet the needs of people for a better spiritual and cultural life,and have a place in the tide of the development of the times.
