Comprehensive performance appraisal is an important problem to be solved in the process of China's medical reform strategy.For a long time,most public medical institutions have implemented the post performance salary system.This static distribution system based on seniority ignores the ability and contribution of medical staff in actual work,which affects the enthusiasm of medical staff.Most medical institutions still use paper records and simple data filling,which will not only lead to low efficiency of data collection personnel,but also lead to errors in data collection and calculation.Therefore,it is very important to develop a set of performance evaluation system for medical institutions.Based on the research status and theory of performance appraisal at home and abroad,combined with the existing performance appraisal system and relevant standards at home and abroad,this paper adopts the methods of inductive integration and theoretical analysis of existing resources,balanced score card and key performance The method of combining Indicator with assessment theory has completed the scientific construction of the index system of medical institutions and the design and implementation of the information system.For the construction of index system,a set of multi-dimensional and quantifiable index system structure is designed by combining BSC and KPI.For the design and implementation of the system,according to the function of the performance system of medical institutions in the actual application process,the in-depth demand analysis is carried out,and the role-based access control model is used to complete the relevant data model construction and function module design,to determine the overall functional framework of the system.Spring technology stack,mongodb database and Shiro security framework are used to complete the specific project framework construction and function realization,so as to ensure the safe,stable and efficient operation of the system.The comprehensive performance appraisal system includes the function modules of self defining performance appraisal scheme,index customization,daily performance data filling,monthly data automatic collection and delivery,performance bonus one key distribution,etc.,which can effectively help medical institutions to customize performance appraisal schemes in line with their own development characteristics,and can efficiently and accurately complete the data collection and performance appraisal data collection work,so as to achieve the best results Finally complete the reasonable distribution of performance bonus.The realization of the function of the information system effectively improves the scientificity and efficiency of the performance appraisal,fundamentally eliminates the shortcomings of the traditional appraisal mode,and promotes the scientific and healthy development of the performance appraisal of medical institutions.Based on the above,through the combination of theoretical design and practical operation,we can complete the overall design and specific implementation of the performance appraisal system of medical institutions.Through the construction of scientific index system and the realization of information technology,and according to the deployment and application of the comprehensive performance system in a local hospital,it can effectively help the medical institutions to complete the performance appraisal work fairly and efficiently,which has certain use value and feasibility.
