As China socialist market economic system improves continuously and the administrative management system reforms deeply, the contradiction between the traditional public institutions management system and socialist market economy tend to be prominent. If we want to gain a firm foothold in the fierce competition in the market, the traditional public institutions must put more force on the operation pattern transformation and their own competitiveness efforts. Since 2010 January, the public institutions implemented performance reformation by stages, the performance evaluation has become the focus of the public institutions reformation as the necessary means.This article focuses on the hot issues about how the public institutions implement and optimize performance assessment, the HB broadcast and television center which is a full public institution can be an example. Firstly it describes the implementation scheme and process of HB broadcast and television center’s technical personnel performance assessment concretely. Combined with the relevant research data and results analysis, the article analyses the operation effect of current performance assessment and the existent main problem systematically, what’s more it gives the optimizational preparatory work framework; facing the HB broadcast and television center’s function orientation and development goals and applying performance evaluation tools and methods such as KPI and multiagent and so on, then it puts forward the HB broadcast and television center’s technical staff performance assessment optimizational ideas and specific programs; finally,it analyses the possible problems when we practice performance assessment optimization scheme and puts forward relevant optimization scheme implementation suggestions and strategies.This paper points to the performance assessment optimizational design of the HB broadcast and television center’s technical personnel which could help we improve and perfect the HB broadcast and television center’s performance assessment system, what’s more,it also has certain reference value for establishment and perfect of other similar public institutions’ performance assessment system.
