At the beginning of 2020,the outbreak of COVID-19 caused libraries in 31 provinces and municipalities across the country to initiate the level 1 response to major public health emergencies and to take measures to close their libraries.The library is an important part of the social public service system,and the provincial library is the cultural center and knowledge dissemination center within the province.Provincial libraries can play the functions of social information center and social public service center,provide authoritative and real-time epidemic information and official reports for the public under the background of public health emergencies,enhance public health awareness,and expand the function of social service system.Reading promotion is a key factor to enhance cultural confidence and an important part of the social function of libraries.Long time the public health emergency,the reader's reading habits and reading demand is affected,the traditional entity reading promotion service is difficult to meet the needs of the special period,the entity pavilion closed after reading promotion service is comprehensive to online transformation,not only ensure the reader and library staff life health and safety,and to reduce closed the effects of service for readers.Therefore,it is necessary to carry out theoretical research and practical test on online reading promotion service,constantly improve service efficiency,and give full play to the social value of provincial public libraries.This paper selects Liaoning Library as the research object,and according to relevant theories,analyzes the current situation and shortage of online reading promotion service of library under public health emergencies by using literature research and questionnaire survey,and puts forward corresponding improvement strategies.First,by combining with the 5W model of communication,the current situation of online reading promotion service of Liaoning Provincial Library under public health emergencies is summarized,and the content,service channels,service objects and service effects of online reading promotion service of Liaoning Provincial Library are analyzed in detail to ensure continuous online service.Secondly,using the questionnaire survey method,combined with Maslow's hierarchy of needs theory,the readers' needs are divided into information needs,retrieval needs,acquisition needs,reading needs and psychological needs.The questionnaire is designed and the results are described and analyzed.Again,along with the development of public health emergencies,the change of the reading public demand,existing readership online reading promotion service in library of liaoning province coverage is not comprehensive,limited network retrieval ability,online reading promotion for originality,readers' lack of deep thinking,online humanities concern is not high,has room to improve.Then,this paper puts forward the improvement strategies from five aspects,namely,subdividing the readers' objects,cultivating the readers' information retrieval ability,building online reading brand,guiding readers' heuristic reading,and strengthening online psychological counseling.Finally,in the future development,libraries should focus on promoting digital resources,constantly explore new development opportunities of cultural and tourism integration,and strengthen close cooperation with organizations,so as to accumulate valuable experience for the normal development of COVID-19.Pandemic,at present,developing promotion of online reading at the same time,combining with the background put forward outlook,in an all-round victory in the crucial time of poverty and a public health emergency response laws,further promote the "culture of poverty",to strengthen the construction of library's health management mechanism,high-quality social resources for online reading promotion service introduction.
