Public cultural service system construction is put forward by the state attaches great importance to,the fifth plenary session of the party' s 19 is built into cultural power is given schedule of this strategic goal,as one of the major public cultural services of public libraries is becoming more and more attention in culture,usher in a new development opportunity.During the period of the 14th Five-Year Plan,the continuous improvement of the public cultural service system still points out the development path for the public library cause.However,with the popularization of new technologies such as the Internet of Things,people' s reading methods have changed,and new business forms such as emerging book bars and featured bookstores have emerged,so the user groups of public libraries are constantly decreasing.In order to better dig to make good use of literature resources of the library,and provide various information services for citizens,rich spiritual and cultural life,improve the social influence and the recognition of the public library,public library should grasp the opportunity,actively demand innovation,continuously improve the culture of the public library service quality and level,help to perfect the system of public cultural services,Enhance cultural soft power and contribute to building China into a strong cultural country.This paper firstly sorts out the cultural services and innovation cases of libraries at home and abroad,and sorts out the relevant innovative ideas and concepts.From the positioning and service of public libraries,to the technological innovation under the impact of new technology,and the integrated development under the new environment,this paper analyzes the service objects and service modes.Based on the case analysis of the cultural service innovation practice of Shandong Province libraries(especially provincial public libraries in Shandong Province),this paper summarizes part of the innovation results obtained,and collects readers' feedback information and staff' s innovation suggestions by issuing questionnaires to readers and interviewing with staff members.The questionnaire results are collated and found in shandong province exist in the process of innovation in the cultural service of the library reader satisfaction is not good enough,popularization and utilization of digital resources is relatively low and stages to improve the quality of service of the problem,analysis reason found its service concept has deviation,lack of effective service propaganda,talent management mechanism is not reasonable,Then combining the advanced experience of four domestic and foreign public libraries in cultural service innovation,with the support of public product theory and new public service theory,combining and improving the four-dimensional model of service innovation,the paper puts forward that the service concept should be oriented by the needs of readers,do a good job of service quality feedback and pay attention to the publicity of service for readers.On the service content to integrate service resources,expand the service scope,rich reader activities,on the service mode,service to promote fusion,pay attention to brand building,on the management mode,continue to deepen reform,actively seek policy support,and actively introducing social forces to participate in the public library development and management,on the team construction,to create knowledge talents team,Continuously expand the team of cultural volunteers,and optimize the evaluation system of librarians.
