Research On The Construction Of Intellectual Property Public Service Platform Based On Cloud Computing Technology

In recent years,due to the accelerating process of knowledge and economic globalization,intellectual property has become the core element of rapid development of enterprises,and is an indispensable part of enterprise identification,product export and enterprise financing.In the nineteen major reports of the party,general secretary Xi Jinping pointed out that we should "advocate innovation culture and strengthen the creation,protection and application of intellectual property".Therefore,the development of all walks of life is inseparable from the support of intellectual property,which has become an important factor in economic development.Intellectual property management service platform mainly includes patent information management,trademark information management,copyright information management system,etc.At present,a number of platform software and service enterprises dedicated to intellectual property management have emerged in China,which has played a positive role in promoting the development of enterprise intellectual property work.However,China's intellectual property management started late,the management system needs to be improved,and there is a big gap in the technical level of the management system.The ability of creation,application and protection of intellectual property is far lower than that of foreign countries in the same period.The development and utilization of internal intellectual property management system in enterprises is also at a low level,which greatly hinders the realization of the value of intellectual property.Therefore,it is urgent to establish a safe,comprehensive,patent data query,analysis and related services of intellectual property public service platform,in order to improve the efficiency of patent retrieval and service quality,and provide strong support for intellectual property related work.This paper analyzes the development status and existing problems of intellectual property public service platform at home and abroad,and builds Shenyang intellectual property public service platform by using cloud computing,big data and other technologies based on the construction demand of Shenyang intellectual property public service platform.The design of public service platform adopts Iaa S,Paa S and Saa S cloud computing service mode.From infrastructure construction,computing resource integration to application cloud service development,KVM,VMware virtualization technology and ASP.NET,SQLserver and other development technology framework,including the creation of services,application services,protection services,management services,tool services,patent transfer,education and training Function module.After the development of the prototype platform,functional test and performance test are carried out.Based on the intellectual property public service platform,patent analysis of UAV logistics industry is carried out.Therefore,the platform adopts the theory and method of new generation information technology such as cloud computing to optimize the service mode of intellectual property public service platform and improve the service efficiency.The construction of intellectual property public service cloud platform will effectively solve the problems of insufficient innovation degree and low utilization efficiency of intellectual property.
