China is increasingly aware of the importance of R&D autonomy in today's world environment and high-tech wave.As the integrated circuit industry is positioned as the leading and pillar industry of China's economic development,more and more start-ups join the ranks of independent research and development of domestic chips.For start-ups,not only to face the pressure of money,but also to compete with the powerful technology giants,how to balance the market,technology and cost input affect the success or failure of the company.For chip research and development projects,not only difficult,long project cycle,but also need to have a high-quality personnel and continue to invest a large amount of R&D costs to support;at the same time,may encounter a variety of internal and external factors and risks.The research object of this thesis is the cost management of a chip R&D project under the background of a startup enterprise.The instability of start-up funds,combined with the long-term nature of high R&D investment and the difficulty of technology research and development in the process is difficult to predict accurately,etc.,cause the cost management to have double uncertainty,must use the effective method to help the project and the company to manage well,finally achieve the project optimal goal and the company's strategic goal.As an advanced modern management method,earned value method can be used to analyze the data of earned value through the close combination of project cost and schedule,and can have a positive influence on the internal factors such as project performance,project technical index and so on.The research aim of this paper is to strengthen the accuracy of cost accounting,through the application of earned value management method in the cost management of chip R&D project and the analysis of earned value data,it can be deeply bound to the progress of the project,and help managers to control the whole of R&D project and enrich the diversity of information data.Founded in early 2016,S is dedicated to the development of deep learning high-end chips for cloud data centers,positioned on artificial intelligence training platforms,is a private non-listed company.Project L is S.'s first product development project to be funded by about $25 million.Taking the R&D project as an example,this paper first expounds the problems encountered in the process of project cost management,including(1)weak initial budgeting basis;(2)poor understanding of the rationality of R&D needs;(3)backward information level of industry finance;(4)large feedback limitation of budget implementation;(5)trade-offs between technical index and cost;(6)extensive management of R&D team.Then through in-depth observation and analysis,the main causes of the problem are obtained.The uncertainty of the project itself and the lack of personnel experience are reflected in the low accuracy of the project budget;the lack of reasonable examination and approval system and process for the examination and approval of R&D needs,which leads to the difficulty of judging rationality;the backward construction of information technology,which leads to insufficient information interaction and affects the accuracy of cost accounting;financial analysis,performance management and so on are out of touch with the project,which makes the data content and related feedback relatively single,and cannot provide sufficient and effective decision information for project managers and company management.In view of the above reasons,by combining the method of earning value management and the concept of financial information and intelligence,the optimal scheme for the above problems is designed from the perspective of cost management.From the optimization of budget process,the construction and docking of financial and R&D information system,to the use of earned value management in the project to combine project cost with project schedule,project technical index closely,make financial analysis report with decision value,and improve the performance management and overall organizational process,finally apply to the actual implementation of L project.Finally,through the actual implementation of the programme,the results of the improved project cost management are analyzed and evaluated.It has proved that the design of the project,with the active communication and leadership of finance,project managers,company management and other support departments of the company,with the help of the system process and the application of the system platform,not only the cost of the L project is effectively,reasonably and accurately controlled,but also the improvement of the overall management level of S company and the realization of the strategic plan.
