A Research On The Cost Planning And Control Of The Construction Project Of Stellar Library

With the rapid growth of national economy in the recent years, China's constructiona industry also have developed quickly. At the same time, the competition in the construction industry's market become more and more intense, the price get more and more lower, the industry has entered the era of little profit, while the construction enterprises have to bid with lower price in order to occupy a place in the market competition. Therefore, choosing the construction project cost management as a research subject has a great significance.Each enterprise always focuses on the cost control of the project that is a key of success in performing the project. Cast control theory is a very important part of the cost management. The research og cost control theory makes theory references on controlling the project cost, which gains the goal of managing the project quality and process. In factual project management, the cost control theory has played a significant role and has been widely used in many areas.This paper used a variety of indicators, studied on the cost management of the construction project of stellar library through combining qualitative and quantitative method. Through the analysis of cost management and cost control, a better cost management process was got. The purpose of this paper is to seek an effective method of cost management in the construction industry, in order to play a role as the view in cost control in the building constry.This paper first introduced the basic project cost management theory and methods, on this basis, the theory and methods of cost control was introduced, which prepared for the next work. Subsequently, this paper describes an overview of stellar library construction, then carried out the project decomposition and made a cost plan. Nextly, this article put forward a scientific process integrating with stellar library construction project, from start to conduct pre-construction cost control, to use Earned Value analysis in the construction process, to find the problem in the construction scheduling and cost and to propose the follow-up advise.
