As the foundation of global information industry,semiconductor industry is highly intensive on capital and technology,in which money and people are the key for its development.During the rise of China's semiconductor industry,the fund is enough,but the technical talents is always in great shortage.Especially when the semiconductor industrial cluster rapidly formed in China,the turnover of technical talents became more frequent in the industry,and this also posed more challenge for technical talent drain for the semiconductor companies.When Company A changed its production from chipset to non-volatile memory business,it demands quicker replenish of the technical talents for supporting.Whether Company A's Facilities Operation department can provide the demanded technical talents as expected on time will pose great impact on the company's long-term development.After Company A changed its production,the number of facilities equipment has increased 1.5 times than before.Meantime,the facilities operation human resource issue has been gradually exposed out,especially for the facilities technicians,whose human resource structure is not scientific and human resource planning is not in good shape.These issues make the human resource management efficacy in facilities operation department weakened.This dissertation will take the human resource planning theories as basis to analyze the current status of facility technicians and the existing problems.Considering both internal and external environment and the company's development strategy,this article comes out the proposal and recommendation for the facilities technicians' demand and supply,the human resource planning goal,structure and implementation,which paves a solid foundation for facilities operation department human resource planning after Company A's expansion.On the knowledge and theoretical basis of human resource planning management,this dissertation extracts the general rule for human resource planning of Company A facility operations department after its business expansion.It works out the human resource planning data analysis and operation work application ratio.The conclusion of this study provides both theoretical and practice reference value on Human Resource Planning and development for Company A Facilities Operation Department and other similar business scopes across the region and across the industry.
