The challenges include increasing global competition, fast technology development, higher quality for products and services and more needs for talents. Talent is the critical factor to achieve enterprise strategy. The number of talents and the quality of talents determine enterprise's success. The growing number of enterprises focuses attention on human resource development and management. China will be a manufacturing center of the world after Japan and Korean. It is a vital challenge for China enterprises to establish core competitiveness of enterprise in the long run. As the wins in the globalization competition human resources section must draft the human resources stratagem according to the enterprise stratagem to assists the enterprise to rally in new business processes and the organization designs can smoothly carry out, and provide the high quality and benefit service for the enterprise staff through the electronic human resources.This thesis embark from the enterprise stratagem, studies how to establish corresponding human resources stratagem, and carries on the human resources planning. This validity of process can't leave the consummate human resources management systems, and with the aid of the eHR systems's human resources stratagem plan to realize the businesslike personnel management to the strategic human resources management transformation. Through the eHR systems enterprise can easily obtain required static data about organization systems, salary welfare cost, human resources condition, also can conveniently obtain each kind of dynamic information to forecast the tendency. Realizes information basis jurisdiction sharing in the enterprise, the human resources management daily service becomes highly effective and quick under the information systems assistance.Through researching and analyzing on the human resources management of Shanghai Hitachi electric appliance limited company, this thesis designs the eHR systems platform based on enterprise human resources for the company. The systems provide a highly effective, practical, quick and stable platform for human resourcedepartment, and truly provide the omni-directional eHR solution for the enterprise.
