Study On The Construction Of Public Reading Service System In Jiangsu Province

The public reading service system is one of the main contents of the construction of public cultural service system,which is an important measure to realize the equalization of public services of service-oriented government.The "public reading service system" is a general term,which is aimed at guaranteeing the basic reading rights of citizens,with our government playing a leading role in its construction,along with the market mechanisms and social forces participating together.It provides reading service facilities network,reading services,cultural products and related policies and systems to the whole society,with its characteristics concerning public welfare,fairness and diversity.Jiangsu Province has always been powerful and rich in economy,education and culture.It constantly explores and innovates in the construction of the public reading service system,moving toward the goal of establishing a scientific and impeccable public reading service system.Certain achievements have been made through the construction and development of recent years.However,there are still some urgent problems demanding prompt solutions:including the differences in supply levels between urban and rural areas,and also between regions;the simplicity of the construction subject;the demand of improvement of building professional talent teams;the insufficiency of guaranteed effective supply of public reading service products;and other practical problems.Based on the above background,this article is an in-depth study of the current situation of the public reading service system construction in Jiangsu Province.Taking the new public service theory and the theory of equalization of basic public services as its theoretical foundation,this article makes a deep analysis of the current system construction situation of Jiangsu Province,along with its problems and causes,by summarizing and studying the successful experience of the construction of public reading service system home and abroad.In the direction of promoting the high-quality development of the public reading service system,with the goal of "achieving equalization of public cultural services",this research conducts a study of improving the construction of service standards in the field of public reading,building a comprehensive public reading facility network,strengthening the construction of reading service implementation subjects,improving the supply level of public reading products and services,and promoting a socially-oriented resource integration mechanism.Through the standardization of public reading,integration of social resources,promotion of the construction of main library and its branches,deepening reform of corporate governance,and construction of library alliances all around the province,Jiangsu Province will comprehensively promote the construction and improvement of the public reading service system,so that people can enjoy more convenient and wider public reading services with higher quality.
