Research On Promoting Equalization Of Public Cultural Services In Public Libraries Of Heilongjiang Province

On October 18,2017,General Secretary Xi Jinping proposed to improve the public cultural service system at the 19 th National Congress of the Communist Party of China,in-depth implementation of the cultural benefit project,and enrich the mass cultural activities.In the construction of public cultural service system,achieving the equalization of public cultural services is its long-term goal.Achieving equalization of public cultural services is conducive to achieving good,maintaining and developing the basic cultural rights and interests of the people,and is conducive to promoting social equity and helping to improve people's sense of well-being and gain.As a cultural service institution,the public library is an important part of China's public cultural service system.In the new era,it will fully play its role and provide guarantee for improving the construction of China's public cultural service system and improving the level of public service equalization.This paper aims to study the promotion of the equalization of public cultural services in the public libraries of Heilongjiang Province,and mainly selects the provincial public libraries of Heilongjiang Province and the township-level public libraries for comparative analysis.The research shows that the Heilongjiang Provincial Public Library has explored practical solutions in the active practice according to the actual situation in the local area,and has achieved certain results in the equalization of public cultural services.However,due to the different economic foundations between regions,there are gaps in government support and support,and there are also differences in talent construction,infrastructure,and consciously raising cultural awareness.These problems have led to unequalities in urban and rural areas and public groups of public library services in public libraries.To solve the above problems,it is necessary to strengthen the construction of public libraries in accordance with the actual situation,improve citizens' reading awareness,improve the government guarantee mechanism,and strengthen cooperation with social forces.
