Under the concept of government purchasing public service,the government purchasing medical liability insurance service plays a great role in sharing medical damage compensation,reducing the pressure of medical staff,protecting the interests of patients,and maintaining the good order of the hospital in order to solve the problem of increasing medical accident compensation or aggravating the medical professional risk caused by the increasing disputes between doctors and patients.In the new era,the diversification of public management subjects,the complexity of public service supply,the uncertainty of public policy-making process and the development of information technology make it necessary to have new countermeasures to solve the problems of public management affairs.The development of purchasing medical liability insurance service in Chongqing has gradually matured and covered many medical institutions.In recent years,the enthusiasm of medical institutions has been seriously affected,and the problem of purchasing medical liability insurance service has become increasingly prominent.Therefore,how to improve the quality of medical liability insurance services purchased by the government has become a new issue for the public management of government departments.Using the methods of literature research,induction and interview,combined with the new public service theory and new public governance theory,this paper combs the problems of purchasing medical liability insurance service in Chongqing from three aspects: the diversified needs of service users,the growth and development of social organizations,and the transformation of government functions,and analyzes the causes of the problems,namely,the defects and choices of the government in implementing the“what to buy” decision There is a tendency of “who to buy from”,“how to buy” laws and policies are not perfect,and payment is not enough.Finally,based on the experience of purchasing medical liability insurance services in other regions of China,in order to improve the quality of purchasing public services,the paper proposes to strengthen interactive communication to realize the transformation of government functions;establish compulsory medical insurance system through legislation,improve policies and regulations to cultivate the independence and public welfare of claims center,moderately intervene in the price of medical liability insurance services,and expand the scope of payment of medical liability insurance In order to effectively improve the quality of medical liability insurance service in Chongqing,the following measures should be taken:to build a quantifiable payment system;to strengthen the supervision of service performance and service contract,to establish a risk control mechanism;to use digital technology to innovate social governance,to use blockchain technology to accurately serve the needs of users,to build a digital platform to assess the risk of medical accidents and to form archives.
