Study On The Government's Purchase Of Environmental Health Public Services

Since the State Council made it clear in 2013 that the government would purchase public services from social forces,governments at all levels have issued a number of guidelines to promote the rapid development of public service marketization.The government's purchase of public services is conducive to improving the government's work efficiency and the use efficiency of financial funds,as well as the improvement of the quality of public services and the people's happiness.However,due to the late start and poor foundation of government purchase in China,there are still many problems hindering the improvement of public service quality in the practice of some public service purchase.City A is relatively late in purchasing urban environmental health public services,and there are many problems in the outsourcing of public services.In order to explore the solution to the problem,this paper starts from the purchase of sanitation services in A city and explores the improvement strategies for local governments to purchase public services by studying the related problems in the process of purchasing environmental health public services by A city government.This article first introduces A city environmental sanitation public service policy,purchase of environmental sanitation public service way and the regulatory situation,pointed out that A city government purchase environmental sanitation public service has made four,respectively is to reduce the environmental sanitation cleaning cost,improve the quality of the sanitation work,made significant social effects,performs the function assessment supervision;Then this article points the city to buy A sanitation public service are pointed out the sanitation of the lack of market competition and supervision mechanism of the effect is not obvious,imperfect legal system,lack of capital resources and public participation,and points out the cause of these problems is opaque government purchase behavior,not making perfect supervision management mechanism,environmental sanitation public service legal system is slow,excessive dependence on government financial input and ignored the role of the residents' groups;Finally,this paper provides five Suggestions for A municipal government to purchase environmental health public services,including optimizing the government's management function,improving the government's supervision mechanism,improving the guarantee measures for the government to purchase cultural services,constructing the public service acceptance system for environmental health and establishing the supervision and assessment system for the government to purchase cultural services.
