Study On The Optimization Of Government Affairs Service Of Basic Medical Insurance ——Analysis Based On T City

Under the background of the reform of the national medical administrative organization,the medical insurance agency,as the executive department of the medical insurance policy,separated from the original social insurance agency and was set up separately.With the increasing number of people participating in basic medical insurance,its coverage is also expanding,and the government service of medical insurance agencies has become a crucial link related to people’s livelihood issues.On April 30,2020,the National Healthcare Security Administration issued the Notice on Printing and Issuing the List of Administrative Services of National Medical Security Administration,which further emphasized that the administrative services of medical insurance administration should be further improved in the direction of more standard,transparent and convenient for the people,with the happiness and safety of the people as the ultimate goal.Therefore,it is very important for China’s medical reform to analyze the shortcomings of the basic medical insurance administrative services and optimize the services accordingly.In this paper,we study the difference in the past more social security level and national level perspective of macro analysis,in the previous focus on the top design on the basis of theoretical research and the Angle in T city innovation,using the method of literature research,questionnaire and interview method from two angles of ginseng protect people and the person in charge of insurance of primary medical treatment dialectical analysis on the current situation of orgnaization of e-government service.The study found that due to the imperfect relevant policies and systems,the shortage of resources and the imbalance of allocation and other reasons,the problems of low efficiency,inflexibility of working mode,poor information construction and high job burnout of personnel handling medical insurance administrative services have become new obstacles on the road of medical reform.Is targeted to solve the above problems,this paper combined with the new public service theory,theory of knowledge management,process reengineering theory,and using the experience of typical excellent orgnaization of e-government service,finally put forward to improve the basic medical affairs service system,strengthen information construction,innovating the mode of orgnaization of health care,improve the system of personnel management closer to the actual,and of the nature of solid exercise some countermeasures and Suggestions to optimize the basic medical insurance agency e-government service.
