Research On Government Purchasing Public Service In Habowan District Of Wuhai

Government purchases public services that has gradually become an important way for the government to provides public services,which plays an important role in building a service-oriented government,promoting the efficiency of government administration,improving the quality of public services and building a harmonious society.Since the middle and late of 1990 s,our government has begun the reform of government purchases public services in some economically developed areas of our country.With the promotion of the reform,the scope of government purchases services which has become more and more comprehensive.It basically covers all aspects of the daily life of the society.Environmental health public service plays an important role in many fields of public service.Based on the new public management theory,new public service theory and public-private partnership theory,This paper investigates the present situation of the public service for sanitation in Haibowan District of Wuhai,and analyzes the status,problems and constraints of the government of Haibowan District of Wuhai to purchase the sanitation public service.Through the analysis of the successful experience at domestic and abroad,this paper puts forward some suggestions to improve the capacity of the Haibou District government to purchase sanitation services.The first is to do a good job in the infrastructure of the government to purchase sanitation services,including the government to establish a service awareness,to improve the purchase of sanitation services policies and regulations.The second is to establish a scientific and objective evaluation system for the quality of sanitation services;the second is to balance the development of the region and promote the extension of service;finally,it is to cultivate the social organization and create a good environment for the government to buy the sanitation service market.
