Finally,combining theory with practice, based on demand side perspective on Problems and development strategies of the existing in the operation of the medical liability insurance system of Chongqing research as the third research objective.MethodologyFirst of all, through the literature search and related medical liability insurance development status at home and abroad, the problems and Countermeasures of literature; policy analysis of medical liability insurancerelated; collect the insurance company of Chongqing city specific operation scheme on medical liability insurance. Finally, the use of empirical research method, through the questionnaire survey,medical staff to understand the basic personal information, the attitude of the medical liability insurance, demand and specific suggestions on hospital development; and the insurance company, Wei Planning Commission interviews to understand the supply and demand sides to carry out the medical liability insurance of the different attitudes and suggestions.Research Results and recommendationsThrough the analysis, the main problems are: lack of the popularization of compulsory practice is not enough, consumer awareness is low; the supplier not actively involved in the dispute, the consumer willingness to buy some provisions of contusion; failed to effectively meet the demand;single operation mode choice; medical dispute appraisal two yuan has increased the complexity of medical disputes the development strategy is put forward. And the supplier should fit the demand to develop the medical liability insurance; the gradual transformation of government function positioning in the operation of the medical liability insurance; medicalliability insurance multiple implementation model to explore the demand oriented; supply and demand both sides should do propaganda work,expand the medical liability insurance coverage.
