Empirical Study And Countermeasure Analysis On The Operation Of Medical Liability Insurance In Chongqing

In recent years,medical disputes have become more and more intense,and the doctor-patient conflict has become a hot issue in society,which not only seriously affects the normal medical order of the hospital,but also causes heavy psychological burden to the medical staff.And financial burden.It has been proved that medical liability insurance plays an irreplaceable role in dispersing the professional risk of medical staff,reducing the cost of medical dispute settlement and protecting the legitimate rights and interests of patients.On the basis of "Ningbo model",Chongqing actively explores the implementation of medical liability insurance according to its own situation,which provides a new way to solve medical disputes and improve the relationship between doctors and patients.In this paper,from the perspective of empirical research,through on-the-spot investigation of Chongqing Medical liability insurance claim service center,and interviews with the staff of claim center,medical institutions and patients involved in mediation,it is learned that 32 districts and counties in Chongqing have implemented medical liability insurance,with a coverage rate of 84.21%,and achieved good social benefits.But at the same time,it is also found that there are some problems in the city,such as the low enthusiasm of medical institutions to apply insurance,the lack of insurance itself,the unclear legal status of claims service center and the misunderstanding of patients.It is suggested that the interests of all parties involved in insurance should be considered comprehensively,and it is suggested that the unified implementation of medical liability insurance,the strengthening of coordination and supervision by the government,the improvement of insurance product design,the strengthening of the construction of claims center and The measures of insurance publicity and promotion lay a solid foundation for the smooth implementation of medical liability insurance.The main research contents are as follows:The first chapter is the introduction part,which mainly introduces the research background,research purpose and significance,research content,research methods and research routes,related theories,research innovation and shortcomings,as well as literature review.The second chapter introduces the practice of medical liability insurance at home and abroad,describes its mature practices and limitations,and draws on the successful experience to provide a reference for the implementation of Chongqing Medical liability insurance.The third chapter introduces the implementation of medical liability insurance in Chongqing through investigation and interview,including the development history,operation overview of claims service center,insurance implementation plan,insurance implementation process and current situation,to understand the current implementation effect.Chapter four and chapter five analyze and summarize the existing problems of Chongqing Medical liability insurance,find out the reasons from the government,insurance companies,claims centers,medical institutions and patients,and put forward improvement measures from the aspects of insurance mode,insurance product design,service ability improvement and process optimization.
