Study On The Management System Of Marine Fishing And Fishery Resources In Zhoushan

Marine fishing is an important part of the development of China’s fishery economy.After we step into the new century,,with the improvement of science and technology,China’s Marine fishing capacity has been continuously enhanced,but at the same time,there have been problems such as overfishing and Marine pollution,and a serious decline in Marine fishing resources.Zhoushan City,Zhejiang Province has one of the four famous fishing grounds in the country--Zhoushan Fishery,is an important Marine fishery production base in China,known as the "East China Sea fish barn".Zhoushan fishing ground has rich Marine fishery resources,which not only contributes to the Marine fishery industry advantage of Zhoushan,but also provides the survival foundation for tens of thousands of local fishermen.Due to a lot of problems in the Marine fishery management system,the fishing fishery resources of Zhoushan fishery ground appeared serious recession,which seriously affects the sustainable development of Marine fishery in Zhoushan city.In this paper,through literature research and field research method to comb the history and present situation of zhoushan’s fisheries resources management system,put forward of zhoushan Marine capture fisheries resources the main problems existing in the management system,analyze the main cause of the fishery resources recession,some of the foreign system of Marine capture fisheries resources management experience has carried on the comparison and analysis,combined with the actual situation of Zhoushan City,the corresponding countermeasures are put forward.This paper is divided into six parts.The first chapter is the introduction,which introduces the research background and significance,research status at home and abroad as well as the research framework and research methods of Zhoushan Marine fishing and fishery resources management system.The second chapter introduces the concepts and theoretical basis of Marine fishery resources management.The third chapter is the historical evolution and present situation of the management system of Marine fishing and fishery resources in Zhoushan.The fourth chapter analyzes and studies the main problems of Zhoushan Marine fishing and fishery resources management system,including input control system,output control system and technical control system.The fifth chapter is the experience and reference of the management system of Marine fishery resources in foreign countries.It introduces the management system of Marine fishery resources implemented by the United States,Canada,the European Union,Japan and South Korea,and makes a comparative analysis of each country,and summarizes the experience and reference.The sixth chapter is the path to improve the management system of Marine fishery resources in Zhoushan,including improving the input control system,improving the output control system,optimizing the technical control system,speeding up the reform of fishery resources property rights,strengthening publicity and education of fishermen.
