Located on the coast of the East China Sea,Zhoushan City has the largest fishing ground in China,Zhoushan Fishing Ground.The Zhoushan Sea area has diverse biological species and abundant fishery resources.Since the last century,under the guidance of government policies and the mobilization of the economic market,the development of the East China Sea fishery industry has made significant progress.Since the beginning of the 21 st century,marine resources have become more and more important to China.However,with the rapid increase of the global population,the high degree of industrialization,and the acceleration of the modernization process,the use of land resources is gradually decreasing,and the pressure on human beings is increasing.It is necessary to vigorously develop marine resources to alleviate the Resource pressure,while the degree of fishery development tends to be serious,directly leading to increased damage to marine ecology.Among them,due to the high-intensity fishing and other factors,the fishery resources in the East China Sea have become scarce.In addition,the traditional agricultural thoughts and methods of operation still deeply affect the fishermen of the East China Sea,and the quality of light,the quality of production,and even the old ideas that are not considered in the long run are exacerbating the decline of fishery resources in the East China Sea.And value.Based on the background of the decline of fishery resources in the East China Sea,from the perspectives of improving the ecological environment,protecting the resource environment,ensuring fishermen's increase in production and income,maintaining social stability in the coastal areas,promoting the green development of the fishery economy,and upgrading the national economy,the article is on domestic and international fishery resources.At the same time of management research,the paper analyzes the current situation of Zhoushan fishery industry,including aquatic product processing industry,marine aquaculture industry,marine fishing industry,fishery industry and construction industry,leisure fishery and fishery service industry,etc.Problems in various industries.Using SWOT model analysis method,the paper analyzes the development and utilization of fishery resources in Zhoushan from four aspects: advantages,disadvantages,opportunities and challenges.The advantages are that the geographical position is superior,the tourism industry is developed,the basic industry is rich,and its own economic development is good.The disadvantages are mainly the existing facilities and equipment,the lack of knowledge and skills,and the backward development concept;focusing on the favorable situation of Zhoushan City in the fishery industry regarding opportunities and market demand,etc.;facing its decline in fishery resources in recent years,the region There are no real challenges to the development of imbalances and development models.From the fundamental and source analysis to explore the reasons for the decline of fishery resources in Zhoushan City,the proposed management recommendations for the sustainable use of fishery resources:(1)for the illegal acquisition of economical fish and shrimp by the fishmeal factory,law enforcement should be strengthened,in the fishmeal factory Cameras are installed at the entrances and farms for supervision;(2)for the fishing intensity is too large,some fishing gears are poorly selected,etc.,and damage to the marine ecology,the experience of the developed countries should be used for reference,and the TAC system should be implemented;(3)Some nets have weak selective fishing,small mesh size,and unreasonable net capsule structure.It is recommended to change the diamond mesh of the net bag to a square mesh to effectively release the juvenile fish of economic fish and control the fishing intensity reasonably.(4)Try to refine the fishing season as much as possible,and gradually improve the fishing time for different modes of operation.For example,the fishing time for light fishing gears will be changed from May 1st to August 1st to April 1st to July 1st.To obtain the maximum ecological benefits and economic benefits;(5)In response to the aging of fisheries practitioners,the government should introduce relevant policies to attract young people with knowledge and culture to engage in fisheries-related work;(6)“one-three-three rectification” policy targets include some livelihood fishermen,and this part of the livelihood fishermen The issue of safeguards needs to be studied in depth.
