Current Situation And Countermeasures Analysis Of Marine Fishing In Zhoushan City

As a large fishery city in Zhejiang Province,The City of Zhoushan has a long history of fishery production activities,among which the Marine fishing production activities have brought high economic benefits,resulting in the recession of offshore fishery resources and the further increase of fishing intensity.Under the inducement of interests,people do not care about the recession of Marine fishery resources and the ecological balance of Marine organisms,and constantly demand for Marine fishery resources.This series of Marine production activities will undoubtedly further deteriorate the Marine environment,leading to the Marine fishery resources can not be supplemented in time.According to the fishery economic statistics of Zhejiang province from 2015 to 2020,while the number of fishing boats in the City of Zhoushan is constantly decreasing,the total power of the fishing boats is constantly increasing,which undoubtedly shows that the Marine fishing intensity in the City of Zhoushan is still high.This thesis investigates the operation method,network structure,operation situation and problems existing in production of various operation methods in zhoushan two districts and two counties through field visits,the literature reference method and comprehensive analysis method are used to discuss the changes in the fishery population,the changes of employees,the changes in the number of total marine fishing vessels,the changes in the number of fishing vessels in different modes of operation,the changes in the total marine fishing output,the changes in the output of different modes of operation,the changes in pelagic fishing output,the principles and characteristics of different modes of operation,and the relevant management policies related to fishing vessels from 2015 to 2020,Finding out the problems existing in the Marine fishing industry in the City of Zhoushan and putting forward countermeasures according to the problems found,the specific countermeasures are as follows:(1)Controling the growth rate of total power of fishing vessels.It can be seen that the total number of marine fishing vessels in the City of Zhoushan has decreased from 6008 in2015 to 5,234 in 2020,and the number of fishing vessels has been declining.It can be seen that the implementation of the "double control" policy has achieved certain results.Therefore,in the process of fishing development in the City of Zhoushan,it is necessary to continue to implement the "double control" policy.While controlling the number of fishing boats,it can also ensure the growth rate of the total fishing boat power.(2)Striving to implement the policy of favourable fishing and solving the worries of fishermen.With the reduction of fishermen and fishermen population,the number of people engaged in marine fishing in the City of Zhoushan is also on the decline.In order to continue the development of the marine fishing industry in the City of Zhoushan,the first task to do is to implement the policy of benefitting fishing and attract young and promising fishery talents as much as possible;Secondly,the training of professional fishermen is also indispensable.Training courses for improving fishing technology is held regularly.On the one hand,it can improve the fishing skills of existing fishermen,and on the other hand,it can attract people interested in fishing operations,with a view to improving the professionalism of practitioners and the necessary fishing production team;Finally,working hard and improving the retirement security of fishermen can not only solve the worries of fishermen,but also attract young and promising fishermen.(3)Exploring the development and utilisation technology of new fishery varieties actively.Due to the decline in offshore fishery resources,fishermen often steal and catch indiscriminately because they want to increase fishing production,and sometimes conflict with other operators.Therefore,both offshore and oceans should actively explore the development and utilisation technology of new fishery varieties,with a view to alleviating the pressure of traditional operating methods on offshore fishing and providing time and space for the restoration of offshore marine fishery resources.(4)Carring out the remediation of fishing boats and merchant ships actively.The safety of fishing vessels is the top priority of fishery safety,and safe fishing vessels are the basis for the safety of fishing operations.The fishery administration and law enforcement department shall cooperate with the fishing vessel management department to actively carry out the rectification of fishing vessels.Ultra-high overload fishing vessels and old fishing vessels that fail to pass the inspection shall be advised to scrapped or repair them.Only when the fishing vessels are repaired into qualified fishing vessels can they be allowed to go to sea.For fishing vessels attached,they are advised to return to their registry or modify their registry,those who refuse to cooperate seize fishing vessels so that they cannot go to sea for fishing and production activities.At the same time,merchant ships do not use safe speeds in dense fishing boats,and are severely rectified like car drivers driving drunk to reduce the occurrence of commercial fishing boat collisions.(5)Adhering to the concept of sustainable development of fishery resources,optimise nets,and effectively release young fish.The traditional mesh and cord are assembled in a diamond shape,which is characterised by the fact that as long as the net is pulled by force,it will often close the mesh and not easy to open,resulting in an unsatisfactory release effect of juvenile fish in the mesh sac.Therefore,it is advisable to optimise the assembly mode of mesh,from longitudinal assembly to horizontal assembly,and with the support of the force class,so that the mesh can effectively expand in water to improve the release rate of juvenile fish.At the same time,the fishing gear management department should seize or destroy fishing gear that does not meet the minimum mesh size,and strictly crack down on illegal fishing gear.It is necessary not only to inspect the net factories that manufacture nets,but also to inspect the nets carried by fishing vessels to inspect illegal fishing gear in an all-round way,so as to protect fishery resources.(6)Promoting the construction of the fishery management system and strengthening the grassroots management team of fisheries.Strengthening the research of the fisheries management to the local industrial characteristics,local fisheries management departments have gathered everyone’s efforts to formulate effective policies,putting marine fishery resources and the personal safety of fishermen first,so as to achieve the healthy and orderly development of Zhoushan’s fisheries.Fisheries management is a major project.It not only needs to formulate reasonable and feasible management policies,but also needs the cooperation of fishery law enforcement departments.The scope of fishery production activities is large and law enforcement personnel are limited.Comprehensive law enforcement and strict law enforcement require a large number of law enforcement personnel,so additional personnel must be deployed at the grassroots level.The talent supplement channels can be
