Study On Fishery Resource Management And Countermeasures In Zhoushan Marine Special Protection Area

Based on the concept of green environmental protection,Zhoushan Marine Special Reserve aims to achieve sustainable development.Based on the concept of sustainable development,this paper analyzes the problems and measures of fishery resources management in Zhoushan Marine Special Reserve.Comprehensively using the principles of ecology and management,combined with the methods of system engineering,this paper answers the current situation and existing problems of fishery resources management from the perspectives of quantitative analysis and qualitative analysis,and finds out the effective measures of fishery resources management in Zhoushan Marine Special Reserve.Take the development and utilization of ecological fishery resources as the premise to ensure the innovation and practical value of the measures.Firstly,this paper analyzes the fishery resources management system of Zhoushan Marine Special Reserve,including the evolution process,organization and system.At this stage,the fishery resources management system of Zhoushan Marine Special Reserve mainly involves marine fishing license,the number and related power of fishing vessels,financial subsidies,fishing limit and reserve management system,summer fishing moratorium system,proliferation and release system,etc.Secondly,based on the method of AHP fuzzy comprehensive evaluation,the evaluation result level of fishery resources management in Zhoushan Marine Special Reserve has a probability of 43.5% at the "good" level.Among the indicators,the scientific score of association management is the highest,which is 4.45 points,followed by the implementation of management policies,the systematicness of risk prevention and quota management in the reserve,which are 4.34 points.Then we get the problems existing in the management of fishery resources in Zhoushan Marine Special Reserve,that is,the lack of innovation in fishery resource access and quota system,the lack of diversified development of industry,the need to optimize the allocation of personnel and law enforcement power,and the lack of input resource support.Finally,the paper summarizes the development measures of fishery management.First,innovate the development methods and ideas of fishery management,build a perfect fishery access system,explore the establishment of a scientific management system of fishery associations,and develop a fishery quota management model;Second,optimize and adjust the fishery management structure,reduce the fishing intensity,adjust the production structure of the fishing industry,promote the development of green aquaculture industry,and vigorously develop characteristic leisure fisheries;Third,explore a new model of fishery management and law enforcement power and personnel management in Zhoushan Marine Reserve,optimize the allocation of fishery resources law enforcement power in practice,and steadily promote the construction of fishery management and law enforcement team in Zhoushan Marine Reserve;Fourth,improve the support of fishery management resources in Zhoushan Marine Reserve,strengthen the investment support of Zhoushan Marine Reserve Project,improve the supervision and management strength of fishery safety guarantee in Zhoushan Marine Reserve,improve the support of special fund for fishery resources management in Zhoushan Marine Reserve,and strengthen infrastructure construction.
