Research On The Countermeasures Of Rural Water Pollution Control From The Perspective Of Rural Revitalization

Ecological revitalization is an essential support for rural revitalization.The implementation of the rural revitalization strategy should be instructed by Xi Jinping’s thought of ecological civilization.it should use the ecological merits of vast rural areas.The good ecological environment plays a vital role on rural revitalization.Since the18 th CPC National Congress,under the guidance of such major scientific decisions as the thought of ecological civilization and the rural revitalization strategy,China’s rural ecological environment has been improved as never before.However,the rural water pollution control is still a difficult problem in the battle of water management and a prominent shortcoming in the improvement of rural habitat environment due to the long-term influence of multiple factors such as scattered village layout,lack of infrastructure and weak maintenance and management.At present,there are many problems in China’s rural water pollution control mechanism,which is difficult to meet the development needs of the new situation.Therefore,this paper takes the current situation of water pollution management in Qingyanggang Village,Public Security County,Hubei Province as the research object,takes the theory of rural revitalization as the guidance,draws on the advanced experience of rural water pollution management at home and abroad,and explores the solution measures of rural water pollution management,in order to provide theoretical basis and practical reference for rural water pollution management in plain areas.This paper consists of six parts,the main contents of which are as follows.The first part illustrates the background of the topic and the purpose.It gives an overview about the current situation and prospect of domestic and foreign research,clarifing the main idea,basic means,structural framework and possible innovation points of the study.The second part explains and illustrates the theories and concepts related to rural revitalization and water pollution,and reveals the inner connection between water pollution management and rural revitalization.Based on the field research results of Qingyanggang Village in Public Security County,in the third part the result of research in Qingyanggang Village is the foundation,with the research introducing the geographical location,natural conditions,population and infrastructure,as well as it elaborates on the effectiveness of water pollution control in Qingyanggang Village.In the fourth part,it pay more attention to the problems and reasons of water pollution control in Qingyanggang Village.it illustrates the current situation,the problems of water pollution management in Qingyanggang Village: serious garbage accumulation and negligent management;unconcentrated domestic sewage treatment facilities;serious agricultural pollution,lack of awareness and methods;organic agriculture and ecological green industry development lags behind.The causes of the problems of water pollution management are: lack of source management of water pollution;insufficient financial investment;unsound collaborative supervision and management system;villagers’ awareness of ecological protection is not strong.The fifth part summarizes the experience of foreign water pollution control.Learn from the experience of water pollution control in Japan and Singapore,and remove the rough and precise to control the water pollution in rural areas of our country.Part VI From the perspective of rural revitalization,in water pollution management,the establishment of institutional mechanisms is an important standardization method and an important measure to implement strong supervision of the water conservancy industry in the new era.Aiming at the overall situation and main problems of Qingyanggang Village’s water pollution control,the countermeasures for Qingyanggang Village’s water pollution control are proposed: scientifically plan the rural construction model to promote Qingyanggang Village’s water pollution source control;implement capital investment to promote Qingyanggang Village’s water pollution system governance;Establish a coordinated and co-governance mechanism to promote the treatment of water pollution in Qingyanggang Village according to law;strengthen understanding and publicity to promote comprehensive treatment of water pollution in Qingyanggang Village.Provide reference for improving the rural human settlement environment and continuously improving the construction level of beautiful villages.
