| Since Xi Jinping first proposed The Rural Revitalization Strategy in the 19 th National Congress of the Communist Party of China,the national economy has grown at a rapid pace and the living standards of rural villagers have improved significantly.But rural ecological environment problems are also becoming increasingly serious and have a negative impact on the sustainable development of the rural ecological environment.How to improve the living environment of farmers and build a livable and beautiful countryside has become a long-term task.The current problems of unbalanced urban-rural development and incomplete rural development are still the manifestation of the main social contradictions,and the management of rural domestic waste is the focus of scholarly research at the moment.For this reason,in the face of such a difficult task,this thesis aims to propose countermeasures to better improve the ecological environment.Through comprehensive analysis,this study will effectively apply governance theory,new public service theory and sustainable development theory,a comprehensive analysis will be conducted on the problem of rural domestic waste management in Kezuohou banner,so that specific recommendations can be made.The study found that there is a weak awareness of villagers’ participation environmental protection,imperfect infrastructure construction,slow progress of harmless waste treatment and inadequate implementation of responsibilities in the process of rural household waste management in Kezuohou banner,attributed to single participant in governance,the lack of funds for management,the lagging treatment technology and infrastructure and the imperfect policy guarantee mechanism of relevant departments.In view of the above problems,it is recommended that the level of harmless treatment of rural waste be improved on the basis of building a collaborative governance system of multiple subjects and a sound governance special fund guarantee mechanism,so that the leading function of the government can be effectively exercised and the policy system can be improved as the key path to solve the above problems. |
