| Since the reform and opening up,China’s economic construction has made continuous progress.With the rapid development of the urban economy,the development of the rural economy also has a thriving situation,the living standard of the farmers has been generally improved.However,in the process of development,people do not protect the environment effectively,or even destroy the environment,the rural environment is not optimistic.Since the 18 th national congress of the communist party of China(CPC),the party has issued clear instructions on this issue,pointing out that rural environmental problems have an undeniable impact on China’s economic development,social stability,and the improvement of rural residents’ happiness and satisfaction.At the 19 th national congress of the communist party of China(CPC),the party also put forward the idea of implementing the strategy of rural revitalization,and put forward the idea of accelerating the modernization of agriculture and rural areas in accordance with the requirements of "ecological livability" and the "improvement of rural living environment”.Countryside prospers means the country prospers.As a traditional agricultural province,Jilin province has a large rural population.In the process of rural economic development,the problem of environmental pollution is relatively prominent,and the treatment of environmental pollution is particularly urgent.Under the guidance of Marxist scientific development view,this paper analyses the current status of Jilin province rural environment pollution control and reasons,and analyze the precious experience of rural environment management at home and abroad are summarized,finally adjust measures to local conditions from different identities such as government,society and the villagers,to explore the strategy of rejuvenating rural comprehensive governance model under the background of Jilin rural environmental pollution and the long-term mechanism.The first,clarify the responsibilities of the government,enterprises and villagers in the treatment of environmental pollution in rural areas.Second,we will use a variety of policies to ensure funding for rural environmental pollution control.The government will increase financial input,establish diversified investment and financing mechanisms,and formulate reasonable tax policies.Third,improve the rural environmental protection mechanism,improve the rural environmental protection management mechanism,supervision mechanism,legal system.Fourth,Promote green production and lifestyle,develop green organic ecological agriculture industry,strengthen the utilization of rural solid waste resources,promote the treatment of rural production and domestic sewage,guide villagers to form a green life concept. |
