Research On Rural Environmental Pollution Control In Y Township Of Hebei Province Under The Background Of Rural Revitalization Strategy

With the rapid development of the economy,the economic income level of farmers has been constantly improved.On the premise of solving the problem of food and clothing,the rural environment has become an important problem that restricts the improvement of farmers’ happiness and the development of rural economy and society.Rural environmental pollutio n has the characteristics of randomness,dispersion and concealment.Rural environmental pollution control is a long-term,arduous and repeated undertaking.Although the control efforts have been intensified in recent years,the pollution situation is stil l severe.On October 18,2017,General Secretary Xi Jinping put forwa rd the rural revitalization strategy in the report to the 19 th national congress of the Communist Party of China(CPC).The overall requirements of the rural revitalization strategy are "industrial prosperity,ecological livability,rural civilization,eff ective governance,and a wealthy life." Among them,ecological livability is the key to rural revitalization.Rural vitalization strategy not only provides favorable policies for rural en vironmental pollution control,but also puts forward new targets and requirements for ru ral environmental pollution control in the new era.This paper takes Y township of Hebei province as an example to study the control of rural environmental pollution.Through literature search,field visits and in-depth interviews to understand the effectiveness and problems of rural environmental pollution control work and analyze based on public governance theory,autonomous governance theory,externality theory,and " tragedy of the commons",Induction,deduction,and put forward countermeasures for rura l environmental pollution control.The rural environmental pollution in Y township mainly includes the air pollution caused by the burning of straw garbage,loose coal,"scattered pollution" enterprises,temple fair incense burning,dust and illegal refined oil.Domestic garbage pollution,domestic water pollution;Non-point source pollution caused by fertilizers,pesticides,agricultural film and large-scale livestock breeding.This paper finds that in the process of environmental pollution control in rural areas,there are problems such as difficulties in government supervision and law enforcement,low participation of the public,repeated treatment process,and im balance of treatment effect.In view of these problems,it is sugges ted to make the following efforts: first,optimize the management path of environmental governance,delegate the power of environmental enforcement to the grass-roots level,and accelerate the vertical management reform of environmental protection institut ions.Second,we should establish and improve a diversified system for controlling environmental pollution in rural areas,attach importance to the principal role of the public and society in pollution control,and strengthen self-governance and market ope ration.Third,establish and improve a long-term mechanism for rural environmental pollution control,improve the legal system,improve the assessment system,and fill in the blind spots.Fourt h,we will increase investment in capital,technology and human resources in rural environmental pollution control.Hope to help realize the sustainable development of rural areas and the coordinated development of the environment and economy,and realize the comprehensive revitalization of industries,talents,culture,ecology and organizati ons,so as to lay a solid foundation for building a moderately prosperous society in all respects.
