With the rapid development of economy and the acceleration of urbanization,the phenomenon of excess domestic waste is becoming more and more serious.In order to protect the ecological environment,the implementation of domestic waste classification is an important link to realize waste reduction and recycling.Regarding the implementation of municipal solid waste classification,the state has successively promulgated various laws and policies.On July 1,2019,the "Shanghai Municipal Solid Waste Management Regulations" was officially implemented,which indicates that the municipal solid waste classification in Shanghai has entered a new stage of mandatory government classification.During the implementation of garbage classification in Shanghai,it is found that residents in different residential areas have different levels of participation,which is undoubtedly an obstacle to the implementation of garbage classification policy and the promotion of garbage classification.There are many researches on the implementation of garbage classification policy in China,but there are few researches on the influencing factors of public participation in garbage classification.Therefore,it is of practical significance to study the influencing factors of public participation in garbage classification in Shanghai.Taking community x in Changning district as an example,this paper uses the methods of literature,interview and questionnaire to study the influencing factors of public participation in domestic waste classification.According to the theory of planned behavior,normative behavior and A-B-C theory,this study constructs a new hypothesis model on the basis of public participation in the theoretical model of garbage classification.At the same time,on the basis of on-the-spot interviews,a questionnaire was set up to investigate 300 households in the X community of Changning District.SPSS software was used to process the data and test the reliability of the data.Multivariate linear regression analysis method was used to obtain the factors affecting residents’ cognition and willingness to classify garbage.The research conclusion shows that the public participation in garbage classification is directly affected by the public intention to participate in garbage classification and indirectly affected by the participants’ behavior and attitude factors.Situational factors are divided into four dimensions: rules and regulations,publicity efforts,supporting facilities and positive incentives.They have positive effects on public participation in garbage classification and behavior intention.Social demographic variables such as gender,age,occupation and income also have a greater impact on the public’s intention to participate in garbage classification.Finally,in view of the research conclusions drawn from the empirical analysis and referring to the relevant experience of foreign cities in enhancing the impact of public participation in garbage classification,specific countermeasures are put forward,including improving the reward and punishment mechanism,innovating publicity and education methods,improving the detailed rules for the implementation of legislation,promoting the construction of supporting facilities,etc.
