Study On The Public Participation In The Classified Management Of Wuhan Municipal Solid Waste

With the rapid development of China’s economy and the further improvement of the level of urbanization,urban household refuse classification has become an indispensable and necessary measure in the protection of human ecological environment.With the relatively extensive economic development model in the past,what comes along is the sharp increase of urban household refuse,while the backward garbage disposal method has led to a large number of "besieged by garbage".In the process of promoting garbage classification and resource recycling,Wuhan has invested a lot of manpower and material resources to promote the policies and lay out garbage classification intensively.The current garbage classification model in Wuhan is that the government intervenes in the community with the help of third-party organizations to guide the residents to carry out garbage classification.Even after the publicity,mobilization and guidance of the government and third-party social organizations,garbage classification still stays at the conceptual level in terms of public awareness and participation,which is difficult to make substantial progress.The main reason is that there is a series of difficulties of public participation in institutional guarantees,organizational promotion and subject awareness.Through the analysis on the current situation of public participation in the management model of household refuse classification at home and abroad,in combination with the implementation background of garbage classification in Wuhan,this article studies the current situation and dilemma of Wuhan’s urban garbage classification management in terms of public participation.With public participation as the foothold,it is hoped to establish a practical and reasonable and effective garbage classification management model for Wuhan.To this end,this article intends to use the methods of literature research,comparative analysis,questionnaire survey and field interview to find and analyze the existing problems and their causes in the household refuse classification of Wuhan citizens.Through the statistics,analysis and research of more than 300 questionnaires,the attitude and cognition of the urban public to urban garbage classification,as well as the public’s grasp of the basic knowledge of garbage classification and the way of daily garbage classification were understood.Through literature research and field investigation,the practice and research on public participation in garbage classification at home and abroad are collected and sorted out,and compared with the current situation of public participation in urban garbage classification in Wuhan,the problems of public participation in the current urban household refuse classification in Wuhan are found and summarized.In view of these problems,this article has proposed some specific measures,such as government departments becoming the guides,social organizations becoming the managers,and the public becoming the implementers,hoping to improve the public participation rate in the urban household refuse classification in Wuhan.
