Study On Implementation Of Urban Solid Waste Classification Policy In Yinchuan City

Since the reform and opening up,along with the economic development,the urban area continues to expand,the population increases,and the amount of household garbage is rising day by day,resulting in the situation of "garbage siege".However,the traditional landfill is not in line with the concept of environmental protection,nor is it conducive to the sustainable development of the city.The classification and treatment of household garbage is an effective way to improve the situation.In recent years,our country attaches great importance to the treatment of urban garbage.The promotion of household garbage classification can not only improve the living environment,but also effectively promote the construction of ecological civilization.Yinchuan City,as one of the 46 key cities in the pilot project,has been actively promoting the implementation of the municipal garbage classification policy since 2017.After five years of policy practice,the policy goal has achieved preliminary results,but the overall effect has not reached the expectation and the implementation progress is slow.This paper will use the method of literature research and questionnaire survey,based on the Smith policy implementation model,to analyze and study the implementation of urban solid waste classification policy in Yinchuan from four aspects:idealized policy,policy implementation institutions,target groups and policy environment.As the capital city of Ningxia Hui Autonomous Region,Yinchuan actively promotes the implementation of municipal garbage classification policy under the unified deployment of The State Council.In recent years,Yinchuan Municipal government has gradually formulated the policy of garbage classification,carried out rich publicity of garbage classification,improved hardware and software facilities,etc.Generally speaking,the policy has been steadily promoted,but the implementation effect is insufficient.In this paper,it is found that the main problems in the implementation of municipal solid waste classification policy in Yinchuan city are difficult to implement the policy,the implementation efficiency of the implementation agencies is low,the participation of citizens is low and the policy environment is worrisome.By combining the analysis of the actual situation in Yinchuan City,it is concluded that the causes of the problems are various,and countermeasures are proposed to promote the implementation of garbage classification policy in the next step.That is,by strengthening and improving the policy system of garbage classification,clarifying the responsibilities of departments and improving the operation mechanism,increasing the participation of target groups and creating a good policy environment and other measures to improve the implementation effect of garbage classification policy.
