Study On The Dilemma And Countermeasure Of The Policy Implementation Of Household-Waste Classification In Wenjiang Area Of Chengdu

Since the 19 th CPC National Congress,local governments have further implemented the important work instructions of General Secretary Xi Jinping on household-waste classification and issued a series of local public policies.In March 2021,Wenjiang District of Chengdu implemented the new policy of household-waste classification,but some problems occurred in the process of policy implementation,which affected the effect of policy implementation.Through researching the household-waste classification policy implementation process in Wenjiang District,analysing the policy implementation difficulties and put forward the corresponding countermeasure,the classification ability of local residents will be improved,the green development cultural concept will be practiced,and the ecological civilization will be widely promoted,the living environment will be improved,the everyone’s participation atmosphere will be created.This paper aims at to Meter-Horn system model of policy implementation as the theoretical guidance.After elaborating the development process,content,present implementation situationin of the household waste-classification policy in Wenjiang district of Chengdu,this paper summarizes the dilemma through field observation,interview investigation,and analyzes the cause of trouble based on the theory of Meter-Horn system model,Finally,based on the successful experience of household classification policy implementation,this paper sums up the policy implementation optimization strategy suitable for Wenjiang District of Chengdu.The study found that the salween district of chengdu residents living garbage classification policy implementation process of policy less familiar with,"Internet+" model inadequate coverage,policy enforcement mechanism is not sound,property to carry out the management responsibility,community policy implementation are not synchronized,related industry development to perfect a series of problems,such as,the cause of the trouble are mainly: Policy objectives and standards are not perfect,policy resources are not allocated adequately,policy implementation methods need to be improved,the structure of executing organs need to be improved,the professional ability of executing personnel needs to be improved,policy implementation environment needs to be optimized,etc.Based on the successful experience of policy implementation in domestic demonstration cities,this paper finds out the shortcomings of wenjiang District in the process of policy implementation through comparative analysis,and then analyzes the causes of difficulties based on the Meter-Horn policy implementation system model.Put forward to strengthen policy top-level design,optimizing the allocation of resources,improve the way of policy implementation,adjust the executing organ organization structure,improve practitioners working faith,optimize the environment of policy implementation,such as policy optimization strategy,and then guide the salween area residents to form good habits of living garbage on the consciousness and the ecological civilization,create a good atmosphere of participation living garbage classification,To promote the modernization of wenjiang District’s urban governance system and governance capacity,help Wenjiang District practice the construction of the park City demonstration area of the new development concept,and explore the road of Wenjiang characteristics of household garbage classification management.
