A Study On The Classification And Treatment Of Household Garbage In Shenzhen Community

As a frontier position of reform and opening up,while the economy is developing at a high speed,the volume of community household waste clearance has also risen rapidly.How to create a good living and working environment for the general public and implement the problem of garbage classification has become urgent.Based on the theory of public governance and citizen participation,this paper uses literature analysis method,questionnaire method and interview method as the main analysis methods.Based on the criteria,methods,policies,regulations and achievements of Shenzhen community waste classification,this paper analyzes the status of Shenzhen community waste classification.According to the results of community waste classification,the basic version and the upgraded version are compared by means of questionnaire,and it is found that there are still many implementation problems in the two major versions of Shenzhen waste classification.Next,the author through the Shenzhen community garbage classification research,based on the single-hand questionnaire data accumulation,the community residents,the government,property recycling enterprises,the triple identity cut into the perspective of public management.Multidimensional analysis of community garbage classification.For example: from the perspective of community residents: garbage classification is inconvenient,supporting facilities are not perfect;The classification delivery system is not binding;Classification criteria are not fully universal and public participation is insufficient.From the point of view of the government: policies,regulations and penalties are not comprehensive and implementation is low;Regulatory agencies are dispersed and the subject of supervision is unclear enough;Not included in the performance appraisal project,poor performance.From the perspective of community property,recycling enterprises: After classification,the clearance and transportation links are summed up again,and the implementation of classification treatment is poor;Funding subsidies are small,property,recycling companies are reluctant to invest manpower and material resources.According to the problems found,the author puts forward the suggestion of the classification of waste treatment in the community from the macro and micro levels based on the experience of the classification of waste management in Germany and Japan,and the actual situation in Shenzhen.Specifying the penalty provisions;Expand supporting facilities and strengthen publicity and investment;Application of effective model: payment restriction system and production dealer responsibility system;Detailed function assignment,landing performance appraisal index;Residents,governments,and community property recycling companies form a joint force.Microimplementation methods: the use of new media to establish a point participation system;Set up a reward system for classification administrators,properties,and recycling companies;We will establish an Internet platform for public participation.The author hopes to play the role of multiple subjects and improve the implementation of Shenzhen garbage classification.
