A Study On Influence Factors Of Public Involvement In Municipal Solid Wastes Classification In Harbin

Accompanied by China's rapid economic development is the increase of population,and environmental problems brought by urban living garbage have become increasingly prominent:approximately two-thirds of cities in China is in a state of "garbage siege" by 2013.The most effective way to solve the garbage problem is disposal living garbage,where the garbage classification is the premise and foundation.Disposal work of urban living garbage in Harbin is the responsibility of the national unified management,while the effect of this management mode is not ideal,therefore the introduction of public participatory in the living garbage classification is urgent.Public participation in urban living garbage classification plays a vital role in raising the level urban life garbage classification in Harbin.In this article,the urban living garbage classification is studied,from the perspective of the influence factors which affects the public participation.First,the present situation of public participation in urban living garbage classification in Harbin is summarized,in the mean while the details,the main form and the effect of public participation is figured out,on those basis the problems of the public participation in life garbage classification come out.Secondly,the influence factors of public participation in urban living garbage classification is put forward,according to the related foreign and domestic research,mainly including three groups of factors:social and demographic factors,national policies and regulations and government behavior factors.Finally,taken Harbin city as an example,measuring the influence of different factors on public participation in urban living garbage classification.The corresponding solution strategy to the problems of city life garbage classification in Harbin is put forward according to the calculation result of the HLM model aiming,which can make benefit to the public participation in urban living garbage classification in Harbin.In this paper the influence factors of public participation in urban living garbage classification is taken as research topic,which aims to promote public participation in Harbin city life garbage classification,then to accelerate development of Harbin city life garbage classification,and then to solve the problem of "garbage siege",It has important theoretical and practical significance to improve the urban ecological environment.
