As the basis for human survival and an important resource for social progress,water resources play an important role in regional comprehensive strength and development potential.The Songliao River Basin is a strategically important area for my country's agricultural development.In recent years,due to the slow development of agricultural water-saving technologies,the Songliao River Basin has low agricultural water use efficiency and widespread waste,which has caused the contradiction between water supply and demand to become more serious.This undoubtedly aggravated the tension of water resources in the Songliao River Basin,and how to effectively develop and utilize water resources has become a top priority.The Songliao River Basin is an important food production area in my country,and agricultural water is the main water use method in the Songliao River Basin.This paper selects agricultural water resources to carry out research on the optimal allocation of water resources carrying capacity.In this paper,by studying the progress of water resources carrying capacity at home and abroad and related research methods,the evaluation index system of water resources carrying capacity in Songliao River Basin is determined,and TOPSIS(Technique for Order Preference by Similarity to an I-deal Solution)comprehensive evaluation method is used.Heilongjiang Province,Jilin Province,Liaoning Province,Inner Mongolia Autonomous Region,and Hebei Province in the Liao River Basin are five sub-research areas,which provide a comprehensive assessment of the water resources carrying capacity of the study area from three aspects: socio-economic subsystems,water resources subsystems,and water ecological environment subsystems.Perform evaluation and analysis.Secondly,by constructing an optimization model for the water resources carrying capacity of the Songliao River Basin to evaluate the regional effects,and specifically analyze the utilization of agricultural water resources in each sub-study area of the Songliao River Basin,and the changes in grain output and cultivated land types and areas after optimization.These changes are targeted Put forward countermeasures for the sustainable utilization of water resources in the Songliao River Basin,and provide certain scientific references for the sustainable development of regional agricultural water resources and the stable and healthy development of agriculture.The main research conclusions are as follows:(1)Based on the analysis of the general situation of the Songliao River Basin and the status quo analysis of water resources carrying capacity,the water consumption per unit GDP,sewage treatment rate,and per capita water resources in the socioeconomic subsystem,the water resources subsystem,and the water ecological environment subsystem are selected.14 evaluation indicators such as water supply,ecological environment water supply,and per capita daily domestic water consumption,build an evaluation index system for water resources carrying capacity in the Songliao River Basin,and apply the Analytic Hierarchy Process(AHP)method and entropy weight method to determine the weight of each indicator.(2)The TOPSIS method was used to evaluate the agricultural water resources carrying capacity of the Songliao River Basin in 2019.The results showed that the comprehensive evaluation values of the water resources carrying capacity of the main grain production areas in the Songliao River Basin in the current year are significantly different.The province with better water resources carrying capacity is Heilongjiang Province,with a comprehensive evaluation value of 0.52.Among them,the water resources subsystem contributes the most to the province's water resources carrying capacity,followed by the water ecological environment subsystem,and the socioeconomic subsystem has the least contribution.The provinces with weaker water resources carrying capacity are Inner Mongolia Autonomous Region and Jilin Province,with a comprehensive evaluation value of 0.38 and 0.22.The provinces with poor water resources carrying capacity are Hebei Province and Liaoning Province,with a comprehensive evaluation value of 0.13 and 0.12,which is quite different from other provinces.(3)Carrying out a factor analysis on the carrying capacity of water resources.Among the 14 evaluation indicators,the increase in per capita GDP and the increase in per capita water resources are the main influencing factors leading to the increase in the carrying capacity of water resources.The amount of COD entering the river and the amount of NH3-N per 10,000 yuan of GDP entering the river have a strong negative correlation with the water resources carrying capacity,indicating that the index amount increases,but the water resources carrying capacity decreases.(4)Regarding the utilization of agricultural water resources,changes in food production and changes in cultivated land area in each sub-study area of the Songliao River Basin as an important basis for the stable development of agriculture in related sub-study areas,actively adjust the crop planting structure and water resource utilization structure,Promote the optimization of the carrying capacity of agricultural water resources in the study area.The results show that after the optimal allocation of agricultural water resources carrying capacity,in terms of agricultural water resource utilization,Heilongjiang Province and Hebei Province have poor agricultural water carrying capacity,while Jilin Province,Liaoning Province and Inner Mongolia Autonomous Region have strong agricultural water carrying capacity;In terms of grain output,the province with the largest total grain output was Heilongjiang Province,and the minimum was found in Hebei Province.In terms of changes in the types and areas of arable land,the area of irrigated and irrigated land increased,while the area of dry land decreased.(5)According to the results of the evaluation and optimal allocation of the water resources carrying capacity of the Songliao River Basin,the sustainable use of water resources in the Songliao River Basin is proposed.From the perspective of the socioeconomic subsystem,it is necessary to develop emerging water-saving technologies and strengthen water resources management;from the perspective of the water resources subsystem,it is necessary to adjust the structure of agricultural water use,increase the amount of available water resources,and improve the efficiency of water use;from the perspective of water ecology From the perspective of the environmental subsystem,it is necessary to protect the ecological environment and improve the sewage treatment capacity.
