The Analysis Of Effect And Game For Reforming The Rural Homesteads System In Yujiang County

The rational utilization of rural homesteads affects the long-term development of the countryside and the vital profit of billion farmers.The reform of the rural homestead system has become a necessary strategy for the overall planning of urban and rural development and the comprehensive construction of a well-off society in the new age.Summarizing the effectiveness and experience of the reformational homestead system pilot area and analyzing the influencing factors of policy satisfaction are the examination and promotion of the existing the reformational homestead system pilot area,which are also the prerequisites for an in-depth analysis of the interests of the participants in the reform process.This article selects Yujiang District,the only “three plots” area in Jiangxi Province,as a research area to conduct research on homestead reform policies.This study reveals the effectiveness of homestead system reform and the influencing factors that affect the satisfaction of homestead policies,and analyzes the demands of the individuals who participate in the process of homestead reform in Yujiang District from a game perspective,and finds an approach to achieve the balanced demands of various stakeholders.Combined with the experience from the other reforming homesteads pilot in China,it provides policy recommendations for the management of homesteads in Yujiang District and the maintenance of homestead system reforms.The main conclusions are as follows:(1)According to the investigation,it showed that the homestead reform policy has been significantly effective in Yujiang District.Especially,the various policies for village council system,paid use,free withdrawal,make full use of idle sites and urban settlement are highly implemented.The cognition degree of the four policies of realty confirmation right registration,farmer building house "three presence",collective member,paid use is the highest.Among them,the policy of real estate rights registration and certification has the highest degree of acceptance.(2)Based on the analysis of the non-static game model with incomplete information,it can identify that the satisfaction degree of reform is positively influenced by six factors:gender,income source,the cognition of farmer building house "three presence",support degree of urban settlement,policy support degree of homestead transfer,and policy support degree of "increase or decrease".It is affected by the reverse effect of the support degree of selection bidding and the real estate right confirmation and registration.The exiting pattern of homestead is positively influenced by the basic characteristics of homestead,the willingness of homestead to share,and the mortgage support degree of homestead.It is negatively affected by the support degree of homestead transfer and the awareness of "increase or decrease" policy.The satisfaction of paid use was positively affected by the degree of educational background,the support degree of the homestead transfer policy,the satisfaction of the villagers' council,and the satisfaction of farmer building house "three presence".The way to solve the conflicts of building houses is positively influenced by the basic characteristics of family homestead and the degree of willingness to register the real estate registration right,which is negatively influenced by the degree of educational background and the degree of cognition of homestead transfer policy.(3)through the investigation of typical cases and the analysis of game model,it validates that the policy of free withdrawal requires a fair atmosphere and the support of government to increase the investment in publicity work,infrastructure construction,environmental improvement and other aspects,moreover that ordinary villagers can overcome the loss of a family and cooperate with the promotion of the reform of the whole village.The condition of paid withdrawal established on the prerequisites that the villagers have little loss,the advocates increase publicity and guarantee fairness.The policy of paid use should be supplemented by the village collectives to promote the balance of game between them.The balance of peasants' house construction needs the villagers' council to control the right of examination and approval of house construction application and to promote the coordination of ordinary villagers to realize the balance of house construction system in this village.
