| As a rural collective construction land,homestead is an important guarantee of farmers’ residential rights and interests,as well as a key resource for rural social development.In order to strengthen the management and utilization of rural homestead and accelerate the construction of a new rural development pattern,the state will start a new round of pilot reform of rural homestead system in some pilot areas in 2020,and explore the realization form of the separation of homestead ownership,qualification and use right.The key content of the reform is to strengthen the regulation of illegal building in rural areas and establish the effective withdrawal mechanism of homestead.The withdrawal of homestead includes a number of illegal housing construction problems in rural areas,such as "multiple houses for one family","multiple occupation for one family","construction before approval","occupied farmland for house construction",etc.,involving multiple subjects such as grassroots government,village collective,villagers,etc.,the interest relationship is complicated,and the contradiction is the most prominent and sharp part in the process of homestead reform.At present,the academic researches on rural homestead withdrawal mainly focus on the economically developed areas,while the researches on the homestead withdrawal in the economically underdeveloped areas,especially the western minority areas,are relatively few.Based on the pilot homestead withdrawal in Y ethnic group Township in western minority areas,this study adopts the research method of grounded theory to focus on "How to realize homestead withdrawal in minority areas? This core issue,from the theoretical perspective of social interaction,takes the social interaction and interest game between various subjects in the process of homestead withdrawal in Y ethnic group township as the research object,in order to understand the interactive relationship and action logic between various subjects,and to explore the operating mechanism of homestead system reform in minority areas and the root cause of conflicts.Taking the social interaction and interest action choice among participants in homestead withdrawal as the main line,this study is divided into six parts.The introduction puts forward the research question and research object,reviews the existing research,and describes the selection of theoretical tools and research process.The first chapter introduces in detail the system background,realistic conditions,historical evolution and specific content of homestead withdrawal in Y ethnic group township.The second,third and fourth chapters are the main part of this paper.Centering on the power relationship and interest competition among the villagers,the village collective and the grass-roots government,the interest game among the three subjects is discussed respectively from three aspects: interest appeal,game focus and strategic action.The final conclusion discusses the operation mechanism of homestead withdrawal in Y ethnic group township and the interaction and game action logic between the main body,and summarizes the dilemma of homestead withdrawal and the root cause of the conflict.It is found that the homestead withdrawal in Y ethnic group townships first follows the hierarchical operation mechanism of "county-led,village-level principal responsibility,village-level subject,and villager object" and the practical logic of "controlling increment,eliminating stock and creating variables".Although the policy implementation system pursuing technicalization and institutionalization has been formally developed,the key force leading the withdrawal of rural homestead is not technology and system,but the power,interests,relations and informal operation of grassroots society.The game action between subjects originates from the difficulty of integrating target interests.The essence of interaction and game is the process of power operation and interest competition,which is manifested by confrontation and conflict,as well as complementarity and cooperation.At the same time,all communication and actions are embedded in and restricted by the structural relationship network of "institution-power-interest-relationship".The top-down power structure and interwoven grass-roots relationship network shape the specific roles and action logic of different subjects in policy implementation.The township government is the main body responsible for homestead withdrawal,which follows the task-oriented logic and the logic of maintaining stability.As the main body of policy implementation,village collective follows village development logic and risk avoidance logic.Villagers are the target of the homestead withdrawal policy,which follows the logic of maximizing benefits and minimizing losses.At the same time,it is found that the shortage of funds is the main dilemma of homestead withdrawal in minority areas,and the defect of institutional rules is the main contradiction and conflict root cause of homestead withdrawal. |
