Design And Implementation Of Rural Land Property Information Management System Based On ArcEngine

With the developing of rural property rights reform in the nationwide, the localgovernment began to reform work in experimentation area. In October2012, Lintong area asthe test point of Shaanxi province is also actively carry out the reform of rural property rightssystem of XiaoJin. The core of reform is to establish the land property rights and establish aclear property rights, transfer of rural property rights system in order to suit the newrequirements of the capital market of rural land property rights, promote the rural land marketoperation, accelerate the process of rural land capital.This paper analyzes the current status and development trends of rural land propertymanagement on the basis of rural property rights reform, from this point of view, expounds theexisting issues in management of rural land property rights.In the process of requirementanalysis, Firstly we analyzes the demand of household register management and itsrelationship with the land property rights; secondly: we describe the content and process indetermining the property rights of different lands and properties like rights to contract formanagement, usage rights of collective land; Thirdly: according to the demand analysis we usethe system using case model. Finally, the overall structure, mode of operation, database andsystem functions have been designed. In this paper, use ArcGIS platform component to dosecondary development of rural land property information management system has beenproposed and detailed introduce the ArcEngine, ArcSDE and SQL Server development toolsand software, elaborated their respective application environment and advantages.At the end,the paper summarizes the results of the research projects, current problemsand the future development of the rural land property rights management.
