Design And Implementation Of Rural Homestead Management Information System For County Based On ComGIS

Rural homestead management is the important part of rural land management.Do it well has significant meaning.Along with the thorough implemented of " the land management law of the People's Republic of China",the rural homestead management of all areas move gradually towards standardization.However,Some chronic disease and long-standing abuse on history are exposed in some areas.It is in extremely urgent need of solving the problem of the homestead management with corresponding countermeasure. However,at present,the traditional management methods could not find these problems,and the increase of information treating capacity also made traditional management methods can not meet modern official business's requirement on speed and quality.Otherwise,from the establish of "the opinion of strengthening rural homestead management" and the issuance of "the announcement of using new land certificate" to now,a new round of entry under homestead has been totally or almostly completed.Facing hundreds thousands of register information and the usufruct certificate of collective land, traditional handwork management is very passive.It must have the aid of the modern means of science and technology to carry out efficiently and high quality management.We can see, it's necessary to make homestead information digitization,combine data with maps,and form a set of standard digital working process.Therefore,making PiZhou city as test district,this thesis has planed out a foundational design project of this rural homestead management information system based on Intranet/Internet,and realized partial function of the system using SuperMap.System uses the C/S pattern inside the department of land,the external business window and the public information website uses the B/S pattern.Database management system adopts SQL Server.System makes spatial data and attributes stock unified by SuperMap's SDX engine for SQLServer,and strengthens document database's visit mechanism by the way of establishing file index.This research aims at offering a feasible scheme of homestead management information system's build for the counties with limited finance ability,and raising its homestead informationization level of management and working efficiency.This thesis contains 7 chapters totally.The first chapter is introduction,has introduced the research background,research purpose,study evolving of homestead management and the basic frame of the thesis;The second chapter introduces the related concept of rural homestead management,the problem of current management,the supplementary tool of rural homestead management-geography information system(GIS),the development of land information system(LIS),and then introduces Component GIS and SuperMap;The chapter 3 is systematic overall design,the goal and principle that includes systematic construction,legal regulations and technical basis,systematic development crucial technology,systematic overall structural design,systematic soft hardware disposition with system modular structural design;The 4th chapter is subsystem's detailed design,has carried out detailed design for function and handling process etc.of every subsystem;The chapter 5 includes the design of systematic database content,key technology and overall structure,especially for land database and entry&approve database.Finally,the chapter introduces the data build process of PiZhou city;The 6th chapter introduces the technical route of developing,the solution method of crucial problems and a part of interface of system;The chapter 7 is summarized and expectation.It summarizes the research technique and methods,and then made the research direction in the future.
